Build a toddler safe playground with splash pad

Currently there a vast number of families with toddlers who do live in apartments and/or houses without the luxury of air conditioning. They have no place to go in Clinton to have a fun and safe outdoor activities during the hot spring and summer months. They also do NOT have vehicles, so travelling to Goderich Beach is not an option
