Ensure Children Have Safe and Healthy Homes

The Child Abuse Prevention and Treatment Act (CAPTA) was passed in 1974 because of increasing public awareness of the need to ensure the safety and welfare of children. CAPTA provides federal money to state and local communities like yours for programs and services to prevent abuse, protect children and strengthen families.

Each year, almost 1 million American children experience abuse and neglect. Of these children, 60 percent suffer neglect, 19 percent physical abuse, 10 percent sexual abuse, and 7 percent emotional maltreatment. All of these forms of abuse can have a lifelong psychological and physical impact on a child. And shockingly, approximately 1400 children are killed each year from abuse, most of whom are under the age of one.

Every five years, CAPTA gets reauthorized. This year it is up for review again. President Bush has already cut many important human service programs in this year's budget (including domestic violence and juvenile justice funds). We need your help to ensure these cuts do not affect the safety of children.

Please ask Congress to not only maintain current funding levels, but to increase funding to keep up with today's economy, so that all children can live in safe and healthy homes.

Dear [member of Congress],

I am writing to you today to ask for your support for increasing the budget for state grants, community-based prevention grants, and research grants supported by the Child Abuse Prevention and Treatment Act (CAPTA). Our nation's child welfare system is stretched beyond capacity to handle the full scope of the problem. Appropriate services for families and children who have been victimized by abuse or neglect are lacking, and insufficient funding has been allocated for the prevention of child maltreatment.

And now, I fear that this situation may only get worse. President Bush has already cut many important human service programs in this year's budget (including domestic violence and juvenile justice funds), and I strongly oppose cutting into budgets for child abuse services.

I am a survivor of child abuse. Much of my suffering was due to the fact that my family did not understand the consequences of the behaviors passed on from generation to generation, and had no opportunity to learn new skills. Please work to provide funding for programs that will help to prevent child abuse and intervene in family situations that are dangerous to children. No child should ever have to grow up saying that she "survived" her childhood. Do not cut budgets for child abuse services; increase them.

To our elected officials: We tend to treat our animals better than our nations children, feeling that someone is doing that job- parents or caretakers. But that is not the case in so many cases throughtout this great and rich land which spends more on lipstick and perfume than on children's causes. It is up to us as feeling humans to humanely treat our next generation in the manor that they should treat us as we grow old and need the very help that we many have denied them by not supporting and helping when needed do to no fault of their own. We get what we give in return. Show your real concern and that of your constituent's loving fellow feeling for those children who depend on us in this matter as it will pay off for all concerned in a better, happier and more peaceful world.

As an early intervention developmental specialist, I have seen first-hand how much difference a good intervention program can make to the entire family. The more money you put into the first three years, the more money you save down the line in special education costs, incarceration, welfare, medicare, and other social programs. I continually fail to see the wisdom in spending trillions of dollars on a war that is supposed to keep our country safe, and at the same time cutting back on programs that do the very same thing here at home for a fraction of the cost. When you add in the wealth of research that shows that early intervention is actually effective and has documented results it begins to make even less sense.

I work in the Social Services Department in a New York State county. We see the victims of Child Abuse and Domestic Violence everyday. Each year it seems that some part of our budget is cut. We work hard with resources to have to help children and families. Don't cut any more funds. IN fact all funds for social programs should be increased. There is a huge need in THIS country- and increasing especially as the result of the economic policies of the Bush administration.

Children are our future. It's a cliche' but it's so true. How can this country stand by and let defensiveless people be tortured mentally, sexually or physically. You know, the statistics show that most children of abuse grow up to be angry and antisocial and in many cases criminals. Maybe the solution to crime is making sure our children grow up happy and healthy so that they have no reason to lash out and end up in prison.

Today I witnessed a father speak abusively to his 3-4yr. old son and I really think we need so much more support in this country, as parents, as individuals, as families. I know that we, as citizens (who pay taxes and believe in the democracy) are incredibly overwhelmed right now (by war, by the economy, and by our lack of health insurance coverage). Our government's financial access and abilities are paramount to helping change unhealthy cycles of abuse (verbal, physical and otherwise).
