Ensure Children Have Safe and Healthy Homes

The Child Abuse Prevention and Treatment Act (CAPTA) was passed in 1974 because of increasing public awareness of the need to ensure the safety and welfare of children. CAPTA provides federal money to state and local communities like yours for programs and services to prevent abuse, protect children and strengthen families.

Each year, almost 1 million American children experience abuse and neglect. Of these children, 60 percent suffer neglect, 19 percent physical abuse, 10 percent sexual abuse, and 7 percent emotional maltreatment. All of these forms of abuse can have a lifelong psychological and physical impact on a child. And shockingly, approximately 1400 children are killed each year from abuse, most of whom are under the age of one.

Every five years, CAPTA gets reauthorized. This year it is up for review again. President Bush has already cut many important human service programs in this year's budget (including domestic violence and juvenile justice funds). We need your help to ensure these cuts do not affect the safety of children.

Please ask Congress to not only maintain current funding levels, but to increase funding to keep up with today's economy, so that all children can live in safe and healthy homes.

Dear [member of Congress],

I am writing to you today to ask for your support for increasing the budget for state grants, community-based prevention grants, and research grants supported by the Child Abuse Prevention and Treatment Act (CAPTA). Our nation's child welfare system is stretched beyond capacity to handle the full scope of the problem. Appropriate services for families and children who have been victimized by abuse or neglect are lacking, and insufficient funding has been allocated for the prevention of child maltreatment.

And now, I fear that this situation may only get worse. President Bush has already cut many important human service programs in this year's budget (including domestic violence and juvenile justice funds), and I strongly oppose cutting into budgets for child abuse services.

Out of all the programs that could be cut, this should not be on of them. It is extremely important to protect the children in this world from physical and emotional abuse. With out this program, things are bound to get worse. I feel that cutting the funding for this program would be shame less on the behalf of Congress. Think of the children, think as if they were your own children. They need this. If there aren't programs out there to protect and help them, then who will. It is sad that this funding isn't maditory!!!

Child abuse and neglect, including witnessing domestic violence between parents makes children vulnerable for many problesm later in their childhood and also illnesses, incarceration and other issues in adulthood. If we preevent child abuse and neglect and also suppot ending all kinds of family violence we will save money in the long run, and more importantly, we will save lives.

I love my daughter dearly and want to have more children. I know people who have wanted children their entire lives and are unable to have children. And to think of all the people in America who are abusing their children and don't really want them is heartbreaking. I can't imagine anyone wanting to hurt a little person that they themselves made. If people don't want children they should get fixed or not have sex. Children are innocent and put here to grow-up and lead wonderful lives, their lives and beings should be cherished not abused.

We need to change the laws that are permiting children to be place back in the same abusive enviroment. Just because a man or woman have a child that doesn't make you a parent, its the love and care you give that child that proves what kind of parent you are. Any man can make a baby and any woman can give birth to a baby, but it takes a special person to love, nurture and protect that child even with their own lives if need be. Thats why grandparents and adoptive parents are so dear to my heart. Life would be so sad without them. If children are being placed with grandparents or foster parents who are providing all their needs the children should not be removed and placed back with their abusive parents. To deny a child the love and care of a grandparent is CHILD ABUSE!!!

I was physically abused as a child and never had any help. My mother turned her back. School counselors turned their backs. Other family members felt bad, but never said anything. We absolutely need programs like this to stay in place to help children who are being abused now, and to help the ones in the future. Thank you.

The only way us POOR people can hang in there is if we have at least our basic needs. STOP DENYING US OF OUR BASIC NEEDS ALREADY! This is a matter of life and death sometimes and it's no joke! We need these services desperately for our children and young family members to have what they essentially need. Please stop thinking of what you selfishly want and think of the good of ALL people, with all due respect, like I did in Ground Zero on 9/11 and always do for the Community in whatever ways I possibly can? To keep our kids safe and to maintain the innocence of their childhood so they can grow to be good citizens who will fight for the same cause. Without programs that help prevent child abuse, there would be no hope for abused children and we would only continue the cycle of violence caused by perpetrators.

A good majority of family stresses are the lack of money. If we can provide an out let for parents and guardians frustrations and need to feel authoratitive, we can stop the circle of violence before their children grow up to become abusing adults also.

As a survivor of 7 years of sexual abuse, I can't emphasize how important it is to prioritize prevention. Anything anyone can do to prevent a child's life from being permanently altered by trauma should be a top priority. This touches my heart deeply because if I can help stop a child from living one day in my childhood I can and will.
