Stop Puppy Mills in Pennsylvania

Target: Pennsylvania House of Representatives
Sponsored by: ASPCA

The poor treatment and abysmal conditions of dogs in Pennsylvania's puppy mills is already well documented, but a bill to amend the Pennsylvania Dog Law will soon be introduced in the state's House of Representatives.

Passage of this bill is vital if Pennsylvania is to improve conditions for dogs kept in commercial kennels and put an end to the state's reputation as the "puppy mill capital of the East." The bill would require:

  • Doubling the cage space.
  • Veterinarian visits at least once per year and with each pregnancy.
  • Access to outdoor exercise areas.
  • And many more provisions for the health and well-being of dogs.

Sign the petition and urge the Pennsylvania House of Representatives to reform the Dog Law. The dogs have suffered long enough!

deadline: Ongoing...
goal: 50,000

Great news! The bill to reform puppy mills in Pennsylvania was introduced as PA HB 2525.

Thank you for your support!
We are writing to urge you to support and cosponsor Representative Casorio's bill to amend the Dog Law. There are over 2100 commercial breeding kennels in Pennsylvania. This crucial legislation would ensure much needed changes to the current Pennsylvania laws regulating commercial dog breeding kennels. Further, it would give the Department of Agriculture and the Bureau of Dog Law Enforcement the tools they need to effectively and consistently guarantee the humane treatment of dogs housed in Pennsylvania's commercial kennels.

Pennsylvania has developed a reputation as "the puppy mill capital of the East." The State's puppy mill industry garnered national attention recently, with some of its worst kennels being featured on the Oprah Winfrey Show. The high concentration of large-scale commercial dog breeding facilities, particularly in Lancaster County, has tarnished the State's reputation for decades. Additionally, it has caused countless hardships to both in-state and out-of-state dog owners who have purchased sick dogs bred in Pennsylvania's puppy mills. Representative Casorio's bill will help the State clean up its worst kennels and restore the State's image in the eyes of the entire nation.

I am an active advocate of animal rights currently volunteer for and contribute to the Pennsylvania SPCA. I am also a contributing member of the ASPCA, PETA, The Humane Society of the United States and Defenders of Wildlife. I believe all living creatures deserve to be treated with dignity and respect. Being confined to small, dirty cages and left sickly is a disgrace. Anyone who can treat a defenseless animal with cruelty deserves to have the same treatment done to them, along with a hefty fine and imprisonment.

It is heart breaking to bring a puppy home only to discover he/she has a medical problem that either kills them or cripples them for life. It needs to stop!

If breeding of these dogs is to continue, then it should be done under the most humane conditions possible. Quality of life should be the priority instead of quantity.

Puppy Mills are cruel and inhumane. They live in tiny, confined cages and breed for greedy people who don't care! The poor dogs never get out and their paws are raw from the bars on the cages. Puppy Mills are NOT breeders! Please STOP these cruel people from making money off of innocent animals.

Puppies are all impacted from these conditions, which can result in physical and psychological issues that manifest themselves after adoption. Unnecessary pain & suffering for both the puppies and the families who adopt them is inexcusable. I'm embarrased that my bith state have such a reputation.

The do not need to reform they need to be banned. Anyone that keeps dogs just to be bred and does not love them and gives them no attention even if they are in almost decent conditions does not need to have dogs. The biggest problem is the people that buy the dogs from puppy mills if there is no demand there will be no reason for a supply. Anyone wanting a registered full blooded dog (if they cannot find one in a pound or rescue) should be looking at were the dog was raised and their mother and father anyway.

It is time to stop these uncaring breeders and stop the puppy mills. These people only care about one thing and that is money. They don't care if the puppies are sick and suffering or if the adult females and males are healthy enough to be bred. We need to stop them right now and help all those poor defenseless animals.

OK. I am really passionate about this one. I am from this state and live among many amish/mennonites who run these puppy mills. It's alright to be "simple", but not to be stupid. May of these folks less than kind to their animals. I beg you to do everything you can to make puppy mills a "crime". Again, the solutions are obvious, but will anyone have the balls to enact what needs to be done??? Thank-you, Regina Martin-Rodger

There are too many unwanted, sick, unneutered and unspayed dogs now. The puppy mills need to be stopped.

Puppy mills are cruel and they abuse their dogs and change needs to occur. I fell that if this is not stopped then it will get out of hand. We can not continue to let these animals be mistreated.

Puppy mills as they currently exist should be outlawed. The only answer to this problem is state and/or federal legislation which puts them out of business. An annual vet check is not the answer for the other 364 days/yr that they are in existence when the laws are often broken and/or ignored.

It should be obvious and not necessary to explain why puppy mills need reform. If members of the House of Representatives do not know this they should not be holding a public office.

These dogs are living breathing souls who feel pain hunger love fear and belong to God Almighty not you or me. He created them - & only lent them to us to care for. There are many scriptures in the Bible that states we are to care for all animals. The puppymills are NOT!! This in cruel & inhumane treatment they are inflicting on these animals & according to PA law should be classified as a crinimal offence. So why isn't it?? The mills spend very little on these animals who are making them a large profit. They do not have proper food & water - No heat or cool air & NO vetting. Allows to suffer in pain & agony & STILL forced to breed just for money.
