Stop Puppy Mills in Pennsylvania

Target: Pennsylvania House of Representatives
Sponsored by: ASPCA

The poor treatment and abysmal conditions of dogs in Pennsylvania's puppy mills is already well documented, but a bill to amend the Pennsylvania Dog Law will soon be introduced in the state's House of Representatives.

Passage of this bill is vital if Pennsylvania is to improve conditions for dogs kept in commercial kennels and put an end to the state's reputation as the "puppy mill capital of the East." The bill would require:

  • Doubling the cage space.
  • Veterinarian visits at least once per year and with each pregnancy.
  • Access to outdoor exercise areas.
  • And many more provisions for the health and well-being of dogs.

Sign the petition and urge the Pennsylvania House of Representatives to reform the Dog Law. The dogs have suffered long enough!

deadline: Ongoing...

Great news! The bill to reform puppy mills in Pennsylvania was introduced as PA HB 2525.

Thank you for your support!
We are writing to urge you to support and cosponsor Representative Casorio's bill to amend the Dog Law. There are over 2100 commercial breeding kennels in Pennsylvania. This crucial legislation would ensure much needed changes to the current Pennsylvania laws regulating commercial dog breeding kennels. Further, it would give the Department of Agriculture and the Bureau of Dog Law Enforcement the tools they need to effectively and consistently guarantee the humane treatment of dogs housed in Pennsylvania's commercial kennels.

Pennsylvania has developed a reputation as "the puppy mill capital of the East." The State's puppy mill industry garnered national attention recently, with some of its worst kennels being featured on the Oprah Winfrey Show. The high concentration of large-scale commercial dog breeding facilities, particularly in Lancaster County, has tarnished the State's reputation for decades. Additionally, it has caused countless hardships to both in-state and out-of-state dog owners who have purchased sick dogs bred in Pennsylvania's puppy mills. Representative Casorio's bill will help the State clean up its worst kennels and restore the State's image in the eyes of the entire nation.

Understandably these people are trying to make a profit, but there can be at the very least humane and medically sound conditions for these dogs to live in while they are generating income. I fully support legislation to make conditions more HUMANE and SAFE for these animals. At our very core we owe it to them.

Puppy Mill breeders breed their dogs over & over just to get puppies to sell to labs, pet stores. The states & the federal government need to inspect these places every year & shut the ones that do not follow the rules. We need more inspectors or give the humane societies the authority to inspect these places.

I lived in Philly for 25 years, and my husband grew up in Exton. We used to be proud of the state. Now, it is known as the area of the infamous puppy mills. I won't evern visit Lancaster county anymore- that is how disgusted I am with what has been going on there. If the animal cruelty argument does not move you to act, I would like to propose another good reason : FINANCES. Puppy mills create a glut - there are more dogs than there are homes. The surplus ( either the puppies themselves, or the old dog who is getting replaced by the new puppy) filter through our local animal shelters . Some of these are supported by our tax dollars, many by private donations. All are overburdened as it is. Why in the world should we let those who have created this problem off the hook ? As far as I am concerned, all breeders should pay a hefty fine for the financial burden they place on sociey. They should be required to fund all of the local shelters. This is not vindictive- this is reality. Pennsylvania has rightly earned its reputation for being the cruelty capital of the US.

In this box I am supposed to write why puppy mills need current practices reformed. Instead, I'm using this space to ask, "Why SHOULDN'T they be reformed?" As a dog and animal lover, I am appalled by the conditions in which dogs are treated in the mills. My current puppy was rescued from one and had serious medical problems when we adopted her. No animal should have to fight through medical problems induced by their owners/breeders. The fact that some turn a blind eye only enrages me further. Representative Casorio, I wish you luck in your fight to reformation and back you 100%. Thank you for taking a stance!

there are to many abanoned animals already. most of the people that buy from breaders are to worried about this reputation they have to have with saying they own a purebred. If they were real people, they would love an animal for the animal not the Bred name sake. We have so many purebred rescues now. STOP THE HARSH LIFE STYLES THAT THESE ANIMALS ARE LIVING IN FOR THE SAKE OF PEOPLE HAVING A BRED NAME.
