Stop Puppy Mills in Pennsylvania

Target: Pennsylvania House of Representatives
Sponsored by: ASPCA

The poor treatment and abysmal conditions of dogs in Pennsylvania's puppy mills is already well documented, but a bill to amend the Pennsylvania Dog Law will soon be introduced in the state's House of Representatives.

Passage of this bill is vital if Pennsylvania is to improve conditions for dogs kept in commercial kennels and put an end to the state's reputation as the "puppy mill capital of the East." The bill would require:

  • Doubling the cage space.
  • Veterinarian visits at least once per year and with each pregnancy.
  • Access to outdoor exercise areas.
  • And many more provisions for the health and well-being of dogs.

Sign the petition and urge the Pennsylvania House of Representatives to reform the Dog Law. The dogs have suffered long enough!

deadline: Ongoing...
goal: 50,000

Great news! The bill to reform puppy mills in Pennsylvania was introduced as PA HB 2525.

Thank you for your support!
We are writing to urge you to support and cosponsor Representative Casorio's bill to amend the Dog Law. There are over 2100 commercial breeding kennels in Pennsylvania. This crucial legislation would ensure much needed changes to the current Pennsylvania laws regulating commercial dog breeding kennels. Further, it would give the Department of Agriculture and the Bureau of Dog Law Enforcement the tools they need to effectively and consistently guarantee the humane treatment of dogs housed in Pennsylvania's commercial kennels.

Pennsylvania has developed a reputation as "the puppy mill capital of the East." The State's puppy mill industry garnered national attention recently, with some of its worst kennels being featured on the Oprah Winfrey Show. The high concentration of large-scale commercial dog breeding facilities, particularly in Lancaster County, has tarnished the State's reputation for decades. Additionally, it has caused countless hardships to both in-state and out-of-state dog owners who have purchased sick dogs bred in Pennsylvania's puppy mills. Representative Casorio's bill will help the State clean up its worst kennels and restore the State's image in the eyes of the entire nation.

It's simply the human, moral and intelligent obligation of our species to require reform of practices that are contrary to the above.

I live in Lancaster, PA. which is the puppy mill capital. It is a shame that these beautiful animals are treated and kept in such cruel, horrible conditions. Something needs to be done to stop people from making money off innocent dogs' lives by overbreeding and keeping them in horrible, inhumane conditions.

I SAW THE OPRAH WINFREY SHOW AND COULD NOT BELIEVE PEOPLE WHO SAY THEY BELIEVE IN GOD COULD DO SUCH EVIL TO DOGS. PEOPLE LIKE THESE DO NOT "REFORM". THEY NEED TO BE STOPPED, COMPLETELY. LET LOVING PEOPLE WHO CARE ABOUT DOGS DO THE BREEDING. YES IT WILL MAKE PUPPIES MORE EXPENSIVE, BUT IS THAT A BAD THING?

There is no excuse for permitting unhealthy and abusive conditions to be suffered by any owned animal - pet or commercial! This disgraceful lack in PA law must be redressed immediately.

Puppy mills are absolutely inhumane. As if we didn't have enough animals that need a home, we're creating more. They are apart of the problem! The pet population is ever increasing and there are simply not enough homes for them! Puppy mills breed dogs that are afraid of humans, and that territorial because they are constantly under the threat of abuse or another dog eating their food. People who treat children like this are arrested! While some of these workers get off freely! Puppy mills need to reform their practices, or be abolished!

Yes... these dogs have no voice. We must voice for them and bring quality of life to these helpless creatures.

I do feel that all puppy mills need to just be shut down. I find them brutal and barbaric. No animal should be treated in this inhumane manner. Furthermore, we have enough dogs that have no homes now and these place are producing more dogs that will one day be out on the street. At some point we need to stop the breeding and take care of those we already have. Everyone loves a cute puppy but what happen when it becomes a dog. Well ask your Dog Wardens and the APL and every other rescue group out there. Also what happens to the poor females giving birth to those litters. You need to spend some time investigating this problem and supporting better laws for your animals.

Every dog must have a soul somewhere deep inside, where all his hurts and grievances are buried with his pride. Where he decides the good and bad, the wrong way from the right, and where his judgement carefully is hidden from our sight. A dog must have a secret place where every thought abides, a sort of close aquaintance that he trusts in and confides, and when accused unjustly for himself, he cannot speak, rebuked, he finds within his soul the comfort he must seek. He'll love, though he is unloved, and he'll serve though badly used, and one kind word will wipe away the times when he's abused. Although his heart may break in two his love will still be whole, because God gave to every dog an understanding soul.
