Restrict Breeding.

Dogs trust charity revealed that after a 2009 stray dogs survey they found there was a staggering 107,228 stray and abandoned dogs on our streets' that were picked up by local authorities in the U.K in 2009, they also warn that people are being duped into buying dogs from puppy mills.
95% of dog owners said that they would never buy a dog from a puppy farm but unfortunately 15.1% ( around 900'000 owners) admitted that they had bought dogs via newspaper ads' pet shops and stores and also the internet' all outlets that are often supplied by puppy mills! Therefore we would like to request a review of the current  laws in the U.K for hobby breeding of cats and dogs. 
We would like change in the following stated areas of the law:
All hobby breeding should be licensed where there is sale of
puppies and kittens.
A preliminary veterinary examination should be performed on the proposed female in order to determine a clear bill of health before allowing a pregnancy to take place also DNA testing of both parents to elliminate major health risks to the newborn and lastly and most importantly Compulsory spay after whelping of one litter.
The current law states that within the U.K" Any persons that intend to breed up to 4 bitches do not need to obtain a license.  
We are aware that there is no monitoring of hobby breeders no specific health tests required' no animal welfare inspections to the premises of hobby breeders at present in order for them to comply with any correct standards of animal welfare. This needs to change.

We the undersigned would like to request a review of the current laws in the U.K for hobby breeding of cats and dogs.

Genetic testing of both parents should be performed to elliminate serious hereditary illness in the newborn.
A compulsory spay after whelping of one litter.
The current law states that within the U.K' any persons that intend to breed up to 4 bitches is exempt from needing a license.
We would like this law to change as overpopulation of pets is a problem that causes a continued overflow of pets in rescues and in many cases resulting in death. There has been an 11% rise in abandoned and stray dogs on our streets since records began in 1997. There are minimal legislations in place for hobby breeders and we believe this encourages irresponsible breeding due to easy income. Present laws for dog breeding' state that a puppy must not be seperated from its mother untill it reaches 8wks of age and also that the bitch must not give birth to more than one litter per year. We are aware that there is no monitoring of hobby breeders and no specific health tests required also no animal welfare inspections to the residence of a hobby breeder in order for them to comply with any reasonable standards of animal welfare.
