Petition to Reform Summit County Sign Code

As local business people, residents and patrons of local establishments, we have long known about the difficulty of our regional sign ordinances and how they affect the success of business in our area.  Some legacy businesses have a gross advantage in visibility and therefore business over newer businesses who are in compliance with the current county sign ordinances.  Additionally, we are frequently told by new patrons that they had difficulty finding our business because they can't see the sign (which is the maximum size currently allowed) even though we are located in a high traffic commercial complex.  In speaking with owners of other establishments (commercial and otherwise), I hear similar laments.  The challenges in overcoming poor visibility have been exacerbated by the economic downturn 20 months ago, and thus we appeal to you for assistance through what we feel is a reasonable fix that will benefit all local stakeholders while maintaining Park City's ambiance as a fun and pleasing place to live, recreate, dine and visit.

Summit County's Snyderville Basin Sign Code is a content based, prior restraint on the freedom of speech of thousands of residents, businesses, and visitors to Western Summit County, Utah. By necessity a sign code must navigate delicate restrictions in order to be lawful and fair. The current Sign Code misses this mark on many points, including a system of favoritism for real-estate agents, politicians, government actors and contractors.

The Sign Code discriminates against other peoples and organizations (including commercial and non-commercial) signs. These signs must go through a permitting process and if lucky enough, conform to restrictive regulations. The code is also restrictive and hostile to attempts to move through property specific sign plans and acquire temporary signage rights.

We the undersigned,

Petition the Summit County Commissioners to adopt a new Snyderville Basin Sign Code that respects the Right of Free Speech that we all hold so dear. A sign code that reflects the values and ideals that area residents and businesses share, and maintains the vast majority of the staus quo.

We want the following removed/changed from the current Ordinance:
1. 33%-50% larger wall and monument signs, for those without eagle eye vision and for reasonable visibility during inclement weather.
2. Equal treatment of temporary signs and banners for everyone; sandwich boards, yard sales and not just real estate and political candidate signs.
3. The allowance of temporary signs.
4. Quick Time limits for permitting decisions, to bring the code into compliance with the law and to be fair to sign applicants.
