Help us save House Bill 4 from its demise in the Senate! Right now, the state budget and the state capital projects budget receive no scrutiny by the full legislature or by the public at large before they become law. This is wrong.House Bill 4 states that these bills MUST be released a few days prior to their deadline for passage, so that they can be reviewed. This petition is designed to convince the members of the Delaware State Senate to bring the bill to the floor for a vote. The News-Journal has already reported that a majority of the State Senate will vote to pass the bill when it reaches the floor, so the only thing preventing the bill from reaching the Governor's desk is the Senate preventing the bill from being voted on. Help us turn up the pressure on the Senate, and get this good government bill passed! For more, see First State Politics.

We, the undersigned, humbly request that House Bill 4 be brought to the floor of the Delaware State Senate for debate and a vote. House Bill 4 requires that the annual state budget and bond bill be released for review three and two days, respectively, before the end of the legislative session. This would allow legislators and the public time to read and digest the scope and contents of these important bills prior to them becoming law. Currently, these bills receive little if any scrutiny before they become law. House Bill 4 changes that, and represents an improvement in government. The Wilmington News-Journal reported on February 11, 2007 that a majority of the State Senate would vote to pass House Bill 4, and therefore, the only thing preventing HB 4's passage is its release from committee. We humbly request that HB 4 get its fair hearing and floor vote.
We signed the "Help Push HB 4 Through the Senate" petition!

This is what is destroying our democracy. If we the people and the entire legislator cant see what our Governments budget consist of and there are people blocking this transparency then it only makes sence that those people are hidding somthing. When our state is running a huge deficit we need this transperancy now more than ever. This leadership should be fired in November but will we the sheeple ever even know whats going on when the local media is in the tank for the dems. Liberalism is a fatel mental disorder and its killing all of us.

Unless deceit is involved, there is no reason whatsoever why the respective budgets should be hidden from public scrutiny.

Sen. Adam's is it not the right of the citizens of Delaware to be informed on how THEIR tax money is spent. If you decide to prevent we, the voters and taxpayers of Delaware, from knowing how OUR money will be spent I would hope to have a personal response explaining your reluctance to allow HB4 a fair vote.

Can't believe that this even an issue, would think that oversight and increased scrutiny of proposed legislation would be of common interest to all.

The fact that this bill is even being considered is a disgrace, and a reflection on the lack of moral character of our representives. I am sick and tired of the public being treated as stupid, while our representatives are making a career of their desires, and be damn what is right. Pease stand up and do what is right for a change.

when I vote for a representative, I expect that person to vote my preferences in the legislature. When bills are constantly pidgeon-holed in the Senate, I am deprived of my vote.
This must be corrected. Delaware doessn't operate as a democracy, but as a dictatorship ruled by the 'good ole boys."
