The purpose of the bill is to collect an additional $5.00 (or an appropriate value determined by Department of Public Safety) for each civil traffic penalty, which shall be used to fund driver education programs in public and nonpublic schools.

Project Description Background: Is to help fund a Mstar driving for teens comprehensive training curriculum specially designed by Simulator Systems International to assist students in learning, while preparing and improve teenagers overall driving skills with the use of simulation. Each virtual simulator curriculum includes a range of behind-the-wheel tutorial videos, driving exercises that deliver 39 lesson plans and over 200 real life scenarios of unlimited practical driving experiences. The software has been designed to cover everything from pre-drive checks, rules of the road, scanning principles and defensive driving techniques on how to avoid collisions, identify hazards, drive in adverse and impaired conditions and much more. The key to this simulated curriculum is to utilize an interactive building block approach in order to properly prepare drivers of any age to operate successfully on the open road. In addition, students can drive with an automatic or 5-speed manual transmission equipped with; Steering wheel, 2 way gear shifter, Gas and Brake pedal, Emergency brake, Adjustable seat, Seat belt, Turn signals, and side mirrors. The Mstar Teen Drivers Education program supplies new progressive way of learning for students in an environment of new technology... A world that our youths live in today!
