Since our invasion of Iraq acts of terrorism around the world have increased by over 100%. No number of troops can solve this problem.
But Senator Joesph Biden, along with Leslie Gelb, President Emeritus of the Council on Foreign Relations, have proposed a five-point plan that would bring peace to region without deploying more U.S. troops.
The only way to hold Iraq together and create the conditions that allow our armed forces to responsibly withdraw is to give Shiites, Sunnis, and Kurds incentives to pursue their interests peacefully and to forge a sustainable political settlement. To accomplish this, President Bush should endorse the Biden-Gelb five-point plan, which would:
Maintain a unified Iraq by decentralizing it in to regions. A central government would be left in charge of common interests.
Guarantee Sunnis a proportionate share of oil revenue so that each group has an incentive to maximize oil production, making oil the glue that binds the country together.
Create a massive jobs program while increasing reconstruction aid -- especially from the oil-rich Gulf states -- but tying it to the protection of minority rights.
Hold an international conference that would produce a regional nonaggression pact and create a Contact Group to enforce regional commitments.
Begin the phased redeployment of U.S. forces and withdraw most of them by the end of 2007.
This plan is consistent with Iraq's constitution and has been endorsed by many experts on Iraq. It will help rebuild the country while bringing our troops home.

Mr. Bush, You will soon be unemployed with time on your hands. Why don't you go to the Middle East and walk beside the troops you have sent there? Ease their pain when they are torn apart by IEDs, or catch them as they fall from the bullets that have ripped through them. Something must be done and done now not later. The current president, v.p. will not listen to anyone (except Carl Rove. Too many have died and are dying for an unjust cause - wasn't anything learned in Vietnam plus what really angers me is that our government will not provide for care of these brave people who are suffering mental anguish/damage as well as terrible physical wounds. My family is and has been a part of military service going way back to the Rev. War - both of my parents are buried in miitary cemetaries. My mother serve in the merchant marine and navy but was not award military benefits until just before she died. This disgrace should not continue esp. at the cost of lives and loved ones.
