Say No! To Proposed Hospital /Homebound Rule 160-4-7.07 for Special Education Students

As concerned parents and citizens of Georgia,  protecting the rights of nearly 200,000 children with special needs throughout Georgia, we are asking you, the Georgia Board of Education to vote NO! to Rule 160-4-7-.07 LRE and STOP Discrimination against Student’s With Disabilities in Georgia!
In May 2007, The Georgia Department of Education is proposing to adopt Rule 160-4-7.07 (LRE) regarding children with disabilities who are medically homeboundIf you have a child with a disability, who has a medical condition,  preventing regular school attendance, the Georgia Board of Education plans to vote in May 2007 on proposed Rule 160-4-7.07.  This rule is discriminatory, and more restrictive than the Homebound Rule for non-disabled peers when both are medically excused by their licensed medical doctor, from school for at least 10 days.  If the Georgia Board of Education adopts this rule in May 2007, next school year,  you will have to provide more information, documentation, and consent to speak with your child’s private medical doctors, while parents of non-disabled children will not have to meet the same requirements.  In Proposed Rule 160-4-7.07 the Georgia Department of Education is authorizing local school systems, who ARE NOT LISCENCED TO PRACTICE MEDICINE IN GEORGIA,  to make decisions and recommendations regarding your children with disabilities who are medically unable to attend school.   If your child’s doctor finds your child with a disAbility is medically unable to attend school, Proposed Rule 160-4-7.07 allows school personnel to over ride your doctor’s medical decision, so school staff can decide what they feel is appropriate for your child, without the required medical qualifications and licensures as required in practicing medicine according to the OCGA (Official Code of Georgia).

’S  CHILDREN WITH SPECIAL NEEDS ARE ENTITLED TO HAVE AN EQUAL PROCESS, TO OBTAIN THE MEDICAL CARE THEY NEED, AS THEIR PEERS AND  DECIDED BY THEIR LICENSED MEDICAL DOCTORS   

Many of the proposed changes will negatively affect Children with Special Needs, their parents and education in our communities throughout Georgia.  Rule 160-4-7.07 (LRE), openly  restricts and obstructs students with disabilities with rights afforded to all children which includes providing homebound instruction when a child is medically excused from school by a licensed medical physician for an at least 10 days.
NOW is the TIME to UNITE our VOICES and STAND for the RIGHTS of our children, and send a message to the Georgia Board of Education, to vote NO! To Rule 160-4-7.07 (LRE) Hospital/Homebound.   

It is the hope that the results of this petition will reach those who lead Georgia by validating the concerns and voice of Georgia’s Parents of Children with Special Needs and Concerned Public Citizens.  Those who sign also hope to inspire compassion in our Leaders to work toward resolution of the Education crisis that has compromised and negatively affected the lives and future of our most vulnerable, especially those with medical conditions preventing school attendance. 

The deadline for this petition is July 1, 2007.
