DEMAND LAWS FOR OWNING PETS:PREVENT RISING #'s OF UNWANTED PETS & OVER BREEDING

THIS PETITION is aimed at taking a new, unique approach to the horrific rising numbers of unwanted, abused, neglected, over-bred, under-legislated and neglected pets and their owners in Canada, both in homes and in shelters.

By signing this petition, your signature will be used to communicate to animal rights groups, the Prime Minister of Canada and Justice and Legislation departments in Canada to create laws and penalties to govern all pet ownership and breeders of these pets in Canada.

Most people focus on dealing with issues. THIS PETITION IS LOOKING AT WAYS TO PREVENT the horrific, growing amounts of UNLEGISLATED ANIMAL BREEDING, ANIMAL OVER-BREEDING, ANIMAL ABUSE, growing numbers of UNWANTED PETS through law creation and recommended owner laws through penalties and fines as deterrents to unregistered breeders, and breeders interested only in profits.

IF PEOPLE WERE to ask governments at top levels to make these laws and the very animal protection agencies that deal with these growing numbers of preventable, unwanted animals, there would be less unwanted animals, better quality of life for pets, better laws to govern the ownership, care, selling and breeding of pets, and WE COULD ALL WORK TOGETHER to END over-breeding and all of the devastating consequences for these pets that do, without a doubt, occur under Canada's current lack of legislation regarding ownership, sale and care of these pets. 

At the end of the day, people end up paying the price-not only animals: shelter, veterinary, euthanasia, and human costs: witnessing and experiencing emotional and psychological misery and suffering, human feelings of helplessness and the preventable unethical human profit from Canada's lack of adequate current pet breeding and population measure controls and laws. HELP END the lack of legislation regarding pet ownership. 
This petition recommends:

1-Mandatory pet registration and scientific re-examination of breed selection.

2-Mandatory penalties and laws to govern all pet owners.

3-Mandatory sterilization of all rescued, adopted, shelter pets, and pets not to be bred as determined by a scientific oversight body.

4-Mandatory government-led initiatives and legislation to lead towards a better future in Canada without an over-population of unwanted, or carelessly bred pets.

5-A creation of an animal breeding and over-population oversight body and regulation system.

6-A creation of a new nation-wide pet ownership system for Canada that focuses on ending human profit from animal over-population, careful breeding, and lawful conduct reagrding pet-ownership.

7-A new effecitively adequate legislative plan with a primary goal to eventually render shelters as an option for only abused and neglected animals facing emergency situations instead of as a housing option under our current system.  Essentially, that through these preventive, ethical measures, we can potentially eliminate most or almost all unwanted births of unregistered and unwanted pets through these laws and measures proposed and shelters can become what they should be: only for hurt, injured or neglected animals.
