Sadists like Vedula should go to jail for more than 6 months

The case of the dog sadist Alexey Vedula ( see his case here http://www.thepetitionsite.com/1/the-strictest-punishment-for-alexey-vedula/) showed there is a huge hole in the Ukrainian legislative and executive system, which lets a person who tortured more than 100 animals to death, in unbelivably sadistic ways (through cutting off their tails and paws, ripping up their stomachs and pulling out their eyes while the animals were still alive) get a maximum punishment of a small fine and maximum of 6 months on PROBATION without imprisonment. In Vedula's case we might be lucky enough to get him 3 years for a different crime which he did, which is production and publishing of the numerous online violent videos of animal's torture and murder. 
But the question remains, what to do with the numerous violent acts like this, when they are not video-recorded and put online? WHAT to do when Vedula is out on the streets again and he will do the same but this time will smartfully not publish his videos online, so there will be no way to punish him this time? And there are other people just like him, who do the same and if they know they will not be punished by the system they will go out of their way to create more violence which we cannot stop. Vedula himself admitted everything he has done and he was confident he will get away from the law. In fact he has read the criminal code beforehand and knew that for his crime his maximum term is only 6 months on probation, the idiot just did not think of the other article of the Criminal Code.
Till NOW there was NOT a single precedent in Ukraine and not a single person has ever gone to jail for torture and killing of the animals despite the fact there is a law to put such people to jail for 6 months, but till now it has always been only a probational 6 months or a fine.
We have already had one little victory raising the public voice through Ukrainian and foreign online media to a point that police had no choice but to arrest Vedula and start a case. Now we feel we need to fight even further for all the other animals which are still there and can be tortured and killed by those who are not afraid of the law abecause the law doesn't rule.
There is now a chance to make the law work against those that are still there torturing animals. We shall address our president of Ukraine as well as our legislative branch with the request to change the current part of the law about the cruel animal treatment. We will show how the no law concept actually gave way to monsters like Vedula.
- First we request that the minimum term of imprisonment for the cruel animal treatment which results in death sould be no less than 1 year without a chance of probation!
- Second we request that the law shall be obeyed by every branch of power as till now most of the claims about the animal mistreatment were typically being ignored. We request that the Ukrainian officials who are responsible for the compliance with this law shall be punished accordingly for ignoring the failure's to comply with the law and they shall be punished in a form of fine, and if repeated - in a form of dismissal.
We realize how hard it is hard to change the law but before we thought it might be impossible to catch Vedula, and we did. If we cannot change it now, then we will not be able to change it for the long time to come.Please help us change the laws in our country about the animal mistreatment and protect our country from future sadists and maniacs whi start with the animals torture and murder and then switch to people!
