In Barranquilla-Colombia, the reality of approximately 90% of working horses and donkeys is deplorable, presenting serious problems of malnutrition, parasites, wounds, and injuries in different parts of their body. This working animals are being beaten continuously and being forced to lift and carry extremely heavy loads for miles and miles from early morning to late night under a scorching sun . The reason of this petition is to request to the government of Barranquilla-Atlantico that the law that protect this animals is always fulfilled:
~ NATIONAL STATUTE OF PROTECTION ANIMAL-Ley 84 of 1989- Colombia
~ NATIONAL CODE OF TRANSPORTATION- Law 769 of 2002
~ CITIZEN COEXISTENCE Of the DEPARTMENT Of ATLANTICO
In order to be able to regulate the working horses and to enforce the law it is necessary to raise awareness into the police department, government employees, and society in general to control and to denounce mistreatment and acts of violence against horses and donkeys. Also it is important to gradually educate the people who dedicate themselves to this precarious work so that they respect and protect the animals. The working horses job requires a change of mentality that promote ethic of the work until this precarious job is completely eradicated at national level.
The cruel reality of the majority of working horses and donkeys in Barranquilla:
1. Equines are mistreated by their owners who hit them with whipping sticks causing them wounds. In most of the cases, animals with open wounds are forced to pull heavy loads for very long distances and never get veterinary care.
2. Many horses are rented; therefore, forced to work from early hours to late at night and restricted from eating and drinking properly.
3, Horses and donkeys are forced to work in precarious conditions of health like:
Deep wounds, Emaciation, Parasites, Lack of horseshoes, Pregnant mares or mares that just gave birth are forced to work.
4. Small and very young animals are forced to maneuver between cars, inhaling toxic gases from the vehicles and being in constant danger of accidents.
5. A five year old horse or donkey is considered and old animal. Emaciated animals incapable to work anymore because their illness or weakness are sold to a clandestine slaughter house where they are cruelly killed after many years of faithful service. The meat of horse or donkey then is illegally sold among people of low income.
We requested to the company Metrotransito, the governor of Atlantico, the Major of Barranquilla and government organizations who enforce the law to protect the animals and develop humane programs for the police force and for the people that work with horses.
