BW, Germany, please repeal the law that allows hunters to trap fox pups with so-called lattice traps

This morning I read in a German animal magazine (Ein Herz für Tiere/A Heart For Animals) that Baden-Württemberg in South Germany passed a law that allows hunters to trap fox pups with so-called lattice traps from the 1st of April 2015 on, if the hunters find the fox pups, maybe after days, they may beat or shoot them to death, and for which reason? To fight the heartworm, they say, isn´t there a more humane way to do this? I remember when Germany hasn´t been rabies-free yet in the 80´s, they laid out chicken heads that have been prepared with vaccinations against rabies, this worked, why not do something similar with heartworm meds and chicken heads instead of culling the foxes???
