Massachusetts lawmakers are considering Senate Bill 778, the Massachusetts Spay and Neuter Fund. If passed, Senate Bill 778 would add a voluntary donation check-box option on state income tax forms to make funds available to low-income residents who wish to sterilize and vaccinate a dog or and cat - including feral cats - and to educate the public about the importance of the procedure.
Twenty-six other states already offer state-funded spay/neuter assistance, and the results are impressive. Colorado paid for more than 21,000 spay and neuter surgeries over the past four years, while NH reduced their euthanasia rates by 77 percent in just six years.
Show your support for state-wide spay and neuter programs by signing the petition. We will not only help cats and dogs in Massachusetts, but we will also send a message to other states: it is our responsibility to care for the health and welfare of cats and dogs during good economic times and bad!

During my tenure of 10 years running a shelter, the most significant program that reduced our shelter population as much as 40% for dogs and 25% for cats was offering a community spay/neuter program. It is essential if we are ever to quit euthanizing healthy companion animals because there are not enough homes.
