La alcaldesa de Barranquilla, Elsa Noguera, está construyendo contra viento y marea en el corregimiento de Juan Mina, un coso [decretos 65 y 915], donde serán masacrados los perros y gatos que no sean reclamados por sus dueños o no hayan pagado la multa. Está multa será carísima y equivaldrá a lo mismo que tener el carro retenido en los patios del tránsito. 



Ante el creciente empobrecimiento de la ciudad y la miseria rampante que la carcome, sabemos que las mascotas están condenadas, porque nadie podrá pagar la multa. 



Además las batidas para secuestrarlos y llevarlos al matadero se llevaran a cabo en los barrios pobres, pues en los de clase alta, jamás la alcaldía se atreverá a hacerlo



El decreto 0915 firmado por Alejandro Char pretende liquidar y desaparecer la totalidad de la fauna urbana de Barranquilla, por considerar que los perros y gatos afean la ciudad y son un obstáculo para su desarrollo.



En 200 años de existencia de la ciudad, nunca ha habido una política de respeto, protección de la salud, vida y la dignidad de los animales. Jamás la alcaldía ha dado un peso para un albergue, sabemos en cambio que ha pagado millonarios contratos a fundaciones de papel, para hacer jornadas de esterilización que nunca suceden.



Pretende la alcaldía de Elsa Noguera, pasar de la total y absoluta negligencia e indiferencia a la masacre.



No nos engañemos, esto no es más que un sangriento negocio. Matar a un animalito y disponer de su cadáver le costara al distrito $300.000, y hay más de 400.000 animales en Barranquilla en peligro de ir al matadero. Saquen cuentas.



¿Por qué en vez de gastar ese dinero en matarlos, no se invierte en sanarlos y salvarlos?



Mal pensaron los incautos, que Elsa Noguera, nacida en cuna de diamante, en el seno de una de las familias políticas más ricas, influyentes e importantes de la costa colombiana, sobrina de la mujer de Fuad Char, el hombre más rico y poderoso del norte del país, al ser minusválida superada, iba a tener en su administración solidaridad, compasión, sensibilidad o altruismo.



Durante cuatro años los amantes de los animales han agotado todos los recursos legales posibles para evitar esta masacre: marchas, plantones, afiches, repartición de volantes, voceo con altavoces por las calles alertando a la gente, diálogos, mesas de trabajo. Ante todo esto la respuesta de la alcaldesa siempre fue el cinismo, la mentira, la mamadera de gallo, la manipulación, utilizando todas las prácticas de distracción imaginables.



La comunidad de Juan Mina, al percatarse a mediados de 2012 de que estaban construyendo en todo el centro de la misma un matadero de perros, se organizó en pie de lucha y salieron a marchar y bloquearon la carretera hacia el relleno sanitario. 



En las mesas de trabajo organizadas con la alcaldía, a altos funcionarios de la administración se les salieron frases altisonantes que evidenciaban un desmesurado desprecio hacia la dignidad de los juanmineros, frases como esta perla "Cual es el problema de ustedes? si siempre han vivido entre animales?" y "Ustedes podrán ladrar como perro o maullar como gato pero el coso va porque va". Por esto, la comunidad se organizó y en una madrugada se alzaron en asonada y destruyeron lo que iba adelantado en la construcción del matadero de mascotas.
