When a minor child sexually abuses another minor child. Sometimes these issues are swept under the rug if the offending child is under the age 12. This child can go on to abuse many children until he reaches the age of 12 when the courts can then punish him.
Until the child reaches the age of 12, many professionals deem this behavior as “play”. Is this fair to the child who has just been abused and may never be the same? Is it fair to the next child that may become abused because the child abuser was not forced to receive any help? No its not, and the laws need to change.
Many of the parents of these children do not seek help for these children and hide the fact of what these children are doing. Then the un-helped child can go on for many years repeating this pattern unless something is done.
