Aviation Pollution Must Be Capped

In December, global leaders met in Paris and pledged to cut climate pollution in order to keep global temperature increases well below 2°C while striving to limit that increase to 1.5°C.

But international aviation was not mentioned in that agreement and it should have been given that the aviation industry is a top-ten global carbon polluter.

The United Nations body charged with regulating aviation emissions, the International Civil Aviation Organization (ICAO) is deciding this October whether to cap global aviation emissions. We must do everything we can to make sure US representatives to ICAO know a global emissions cap is absolutely something the American people believe in. If global emissions from airplanes remain unchecked, the industry's CO2 emissions are expected to triple by 2050.

Dear Secretary Kerry,

Please secure a strong international agreement to reduce airline emissions.

When the US and other nations met in Paris in December 2015, nearly 200 governments pledged to cut carbon pollution within their borders and protect vulnerable communities already in harm's way. While the agreement achieved a great deal, it didn't decide how to limit the climate pollution spewing from of airplanes flying between different countries.

To meet the ambitious goals outlined in the Paris Agreement, we need every nation and sector of the economy to do its fair share and cut emissions--including aviation.

When ICAO meets in October, it needs to adopt an environmentally credible global agreement that adheres to the provisions in the International Coalition for Sustainable Aviation's Checklist for an Effective Plan to Cut Aviation Global Warming Pollution. Most importantly, the agreement must:

1. Initially cap net total carbon emissions from international civil aviation at 2020 levels;

2. Only allow airlines to claim credit for high-quality emissions reduction units and truly low-carbon sustainable biofuels;

3. Launch a process to review the emissions cap, so that over time, international aviation can ratchet its emissions down in line with the Paris targets of limiting the increase in global temperatures to 1.5-degrees Celsius.

As your constituent and someone who cares deeply about the health of our planet, I urge you to support the landmark climate agreement reached in Paris by demonstrating strong climate leadership in ICAO.
