Let more oil refineries be built and still protect the environment!

The United States has a shortage of oil refineries. The shortage is so great that whenever one refinery goes down, gasoline prices soar. According to Tom Randall, a senior partner at Winninggreen LLC, in his editorial in the August 3rd edition of the North County Times, not one new refinery has been built in the past 30 years and some have closed down. Tom blames this on New Source Review regulations, which he says are very difficult to adhere to. According to Tom, even if a refinery was built, it would be difficult to know if it would be allowed to operate due to the complexity of the regulations. Tom, as well as most Americans, support environmental protection; Winninggreen, LLC promotes sound environmental policy. The regulations must be sensible, which the New Source Revioew regulations aren't. The New Source Review regulations must be scrapped and replaced so that Americans can bring more refineries on-line. We can protect the environment without burdensome regulations. Do the right thing, scrap New Source Review.
