The Shay's need maximum jail time for abuse
The Gem County Sheriff's Office says it's considering filing animal cruelty charges against Paul and Karen Shay for Horse neglect where nearly 90 were seized, a couple of the horses are blind
There were 34 horses in one small pasture with no grass, 24 in another, also without grass. The remainder were in make-shift corrals. Some horses were standing in two feet of mud, with no food in sight, he said. The water troughs were frozen solid with horse manure in layers of the frozen water, as though accumulated over time. Some horses were eating their own feces as nothing else was available.
