I am writing this petition in order to see that the maxium punishment is set for Mike Pifer. Pifer beheaded a 5 week old kitten that was a stray that was being taken care of by a neighbor. The innocent kitten defecated near Pifer's motorcycle so he cut it's head off and brought the head to the neighbor and showed it to him. The kitten's body was found in a trash can.
