Keep New York's Children Safe

Child abuse is a tragedy, but comprehensive treatment and a coordinated response can help victims not only survive but thrive.

Child Advocacy Centers (CACs) use a multi-disciplinary approach to investigate child abuse and care for victims. By combining social services, law enforcement and medical care under one roof, cases of abuse are thoroughly investigated, offenders are quickly brought to justice, and victims are given every opportunity to heal.

But between 2007 and 2011, $1.9 million in state funding was cut from these centers, even though the volume of cases of child abuse increased by 73%.

The New York Senate is proposing a full restoration and modest enhancement of funding that CACs desperately need.  But we need your voice to help ensure this funding remains in place as final budget negotiations take place in the next couple of weeks.

A child's safety should not be beholden to budget cuts. Please urge the New York State Legislature to restore and enhance funding for CACs and ensure that crimes can be effectively investigated and children can receive essential services, medical and mental health care, and the chance to simply be a child again.

But between 2007 and 2011, $1.9 million in State funding was cut from CACs, even though the volume of CAC cases increased by 73%. Meanwhile, research shows that cases of child abuse seen in CACs cost $1,000 less than cases seen in multiple settings without any coordination.

Last year, the New York State Legislature restored $750,000 to Child Advocacy Centers, which helped CACs respond to tens of thousands of cases of child abuse throughout the state. Responding to the wishes of the Legislature, the NYS Office of Children and Family Services (OCFS) directed much of this funding to those areas of the State where the volume of child victims in need of care is greatest -- places like Monroe, Oneida, Nassau and Albany Counties as well as in New York City.

Unfortunately, the Governor's budget proposal for SFY 2014-2015 once again removes the legislature's restoration. Building on last year's restoration, we respectfully ask that you prioritize the full designation of $1.9 million for Child Advocacy Centers to ensure that crimes can be effectively investigated and children can receive essential services, medical and mental health care, and the chance to simply be a child again.
