Petition against GPA1122 that proposes Super High Density (1600) Apartments on Cajalco Road.
Riverside County is proposing changing the General Plan and zoning on 40 acres to build super high density apartments (40 apartments per acre) adding over 1600 apartments between Brown and Clark on Cajalco Road. This will add 10,000 vehicle trips per day to Cajalco Road and change our rural equestrian community from rural to urban against the wishes of the residents.


1. Apartments would add thousands of additional children to our local schools that are already at capacity.

2. Mead Valley is rural. Apartments will change the area from rural to urban.

4. The area lacks the infrastructure to accommodate super high density housing. Clark is a two lane country road. Cajalco will be widened to 4 lanes, but this will still not be adequate for the 10,000 additional logistics trucks and 20,000 vehicles trips per day on Cajalco Road. Cajalco Road is being widened in phases.

5. Mead Valley does not meet a number of the criteria for HHDR (Super High Density Apartments). Mead Valley is a rural community with a large number of residents living in poverty. The area proposed for HHDR does not have manufacturing, office, retail, or wholesale jobs within 1 mile. The only employment would be the local schools. The 3 schools nearby are already at capacity. Adding 5000 children to the area would create the need to build additional schools adding additional property taxes to residents. Pedestrian-Oriented Circulation does not exist. The area is surrounded by narrow two lane country roads without sidewalks. The Metro Link train station is in Perris over 5 miles away. The current bus route does not accommodate effective transportation to jobs or shopping that is more than 5 miles away. There are no parks in the area. The local community center is not within walking distance. Child Care is not within walking distance. A small private clinic is at the community center. No hospitals are in the area.

6. Massive logistics warehouses under construction will add over 10,000 truck trips per day to Cajalco Road. The addition of over 10,000 vehicle trips by adding MUA and HHDR to the community of Mead Valley will make Cajalco Road even more dangerous. The poor air quality for the area will increase dramatically directly next to elementary and middle schools. The traffic on Clark Street is already a nightmare when children are going to school. Our health, safety and rural lifestyle are at risk. Trucks create high volumes of dangerous diesel particulates that are especially harmful to students that will be going to school every day. Placing HHDR with hundreds of apartments at the corner of Clark and Cajalco will increase the number of children and the elderly to massive amounts of very toxic diesel particulates (smog), ozone, etc. The entire region will suffer from high levels of toxic diesel particulates (smog) and ozone. Accidents will increase dramatically.
