I was informed on October 5, 2009 at 10:00 a.m. that I am being laid off from the University of North Carolina at Chapel Hill, School of Medicine where I have worked fulltime for 17 years due to budget cuts in accounting services. I was moved to an accounting position in April, 2009 after working in Students Services for the School of Medicine for 17 years.
I had my meeting with the Staffing Programs Specialist/Compensation & Staffing Programs on Friday, October 16, 2009 at 3:00 p.m. He informed me of my full severance package from the univeristy as a 49 year old female with 17 years of Outstanding and Very Good Performance ratings. He stated that I have 430.47 hours of vacation time (700 hours of sick leave that is LOST if I am not blessed to get back a NC state job) accumulated that UNC-Chapel Hill will pay out in ONE LUMP sum.
After speaking with my accountant I have been informed that this amount will place me in a higher tax bracket and I should decline this ONE LUMP payment for bi-weekly payments like I have been receiving all these years.
After speaking with the UNC-CH School of Medicine Human Resources office. I was told that it was NC STATE policy to pay out in the one LUMP SUM Payment and there was NOTHING they could do about that. I am fully disgusted with this state, not only is the STATE to taking back from dedicated state workers deducting work hours to balance the state budget. I now find out that I am to be treated unfairly by this GREAT STATE of NC by the it's nerve to TAX me for what I have legitimately earned for dedicated service to this state for 17 years. I see no reason why we cannot be paid out this final vacation payments in biweekly payments, which will still be taxed, but will not HURT as much.
The great state of North Carolina has already affected the healthcare coverage for me and my child, my life insurance and my retirement benefits, isn't that enough!

It is the height of absurdity to fund everything but health care in our nation! We can bail out banks and auto firms but insurance lobbyists keep our children at bay. Now medicaide cuts mean even poorest children can not have dental or vision care except in extreme cases!

To fund this there should be a tax increase for every one- NOT JUST SMOKERS! Children's health care is every one's responsiibility and yet, Congress and Obama chose to fund this on the backs of smokers- This even when Obama said he would not raise taxes on the poor or middle class- Well, he did!- Did Obama tell a tall tale? Yep- He sure did!
I urge youi to repeal this regressive funding on the backs of smokers and enact a general tax increase on every one! Do it for the children!
Better yet- Start smokin and do it for the children because you care!
