Laws for disabled persons

Have been trying to get legislators and US President Bush to pay attention to making better laws for the benefit of the disabled and they are dragging their feet on this issue.
There have been about five good laws that the Bazelon.org legal site has been trying to get the United States Congress to consider and pass for the benefit of the disabled population in the United States,both children and adults.I personally have two relatives who are mentally ill and nobody wants to help or give help and this needs to come to a screeching halt and the "so called greatest and richest country on the planet" needs to take care of its most vulnerable citizens.
