I appeal every son of soil and every lover of this motherland J&K to read about this exploitation done to their motherland and if their blood boils and they want to stop this loot being done to their motherland then they can join this event and protest against the injustice done to J&K. "Impact of Indus Water Treaty On Economy Of J&K State"

Jammu and Kashmir in spite of being the upstream area has been effected due to restrictions placed by the Indus water Treaty (IWT). The water resources, the backbone of J&K’s economy, have been snatched by the instrumentality of IWT. Also the treaty has haunted all economical activities of the state. J&K has 20000 MWs of hydro electric potential. J&K has so far been able to harness just 10% of the total potential because of IWT. This results into shortage of power. Thus the state is forced to purchase power continuously from outside the state resulting in outflow of money which hinders overall growth of J&K’s economy. Therefore India & Pakistan must give people of J&K their birth right to use their water resources because of the following reasons:-

1. The State of Jammu and Kashmir is being affected at the benefits of the two countries. Indus, Jhelum and Chenab are rivers which flow from J&K and it is our birth right to use our water. Under the treaty, J&K can use only a quantum of waters of the Indus, Chenab and Jhelum for power generation and lift irrigation so that Pakistan gets uninterrupted water from these rivers and in return India gets exclusive use of Sutlej, Beas and Ravi. While as people of J&K get losses and fiscal deficits and are labeled as beggars.

2. In last 50 years losses caused by the Indus Water Treaty to J&K’s economy in terms of development of industry, power and agriculture is nearly equal to US$ 4.5 billion. The annual energy loss suffered by J&K is 60,000 million units valuing Rs. 12,000 Crores at Rs. 2.00 per unit per year, which is substantially less than the market rate. India and Pakistan are making profits using our water and are denying us the right to use our own water. Why must J&K suffer these looses?

3. J&K government purchases power from the northern grid of central government. The power which J&K buys from the center is the same power which is produced using J&K’s water from power projects under Central Sector. This means the electricity produced form our water at a cost of few pennies is again sold back to us for millions.

4. J&K because of its abundant water resources could have been able to generate surplus electricity which it could have exported to neighboring states, resulting in additional revenue to J&K and this revenue would have been many folds more than the annual budget given to J&K by Indian Union but sadly because of the Indus Water Treaty J&K is helpless. If this treaty is abolished J&K won’t need the annual budget from the India Union which will result in J&K’s economic independence.

5. J&K produces 2500 MWs of electricity and its own power requirement is equal to 2450 MWs but out of these 2500 MWs state only gets 758.70 MWs from 20 power projects owned by J&K’s State Sector and the rest 1680 MWs from three power projects under Central Sector i.e. 690 MWs from Salal Hydel Electric Project, 480 MWs from Uri-I Hydel Electric Project, from Dulhasti 390 MWs goes directly to the northern grid of the central government and the central government sells back this power to J&K and gives J&K a mere discount of 12% on the total bill. Why should be J&K billed and discounted on account of the power which J&K itself produces?

Indus Water Treaty is an inhuman instrumentality signed between India and Pakistan which provides India and Pakistan bilateral benefits and on the other hand is imposing economic sanctions on the people of J&K and is ultimately denying the people of J&K their basic human right, the right to use their water for their own benefit.

Besides facing sanctions on account of Indus Water Treaty , Jammu Kashmir is facing another injustice that is NHPC- National Hydroelectric Power Corporation (New East India Company) is a public sector company of government of India. NHPC is looting the power produced in J&K and selling it back to J&K and making huge profits. NHPC has an imperialist attitude towards J&K and the people of J&K
The natural resources of J&K state should be fully reclined to the state. One of the natural resources being the Hydro electric projects. The arrangement of ownership as of now is exploitative for the state. The state gets sheer 12% as royalty in these projects, compared with the 50-50 partnerships formed for such projects in other states.
Even the state’s own initiatives for electricity generation are discouraged. The state earlier secured funding from various international financial institutions to construct hydroelectric projects, including the Kishanganga dam, but India refused to give counter guarantees, forcing the proposal to be handed over to a federal company, the National Hydro Power Corporation (NHPC).
This type of arrangement through (NHPC) is being perceived by the people to as the East India Company for Kashmir for the imperial manner in which it exploits resources in the region, is strongly disliked as most of its income comes from its Kashmir-based power projects, while Kashmir itself reels in darkness.
The National Hydro Power Project (NHPC) is “illegally and unconstitutionally” generating electricity from the power projects under its execution in Kashmir,
NHPC earns Rs 2300 crores per month from the power projects it executes in Kashmir. When the then Chief Minister Farooq Abdullah had handed over the 14 projects to GoI in 2000 nothing was agreed onto as how the state would benefit out of it, there is no mention of the J&K’s share from the revenues generated by NHPC from our water resources. What was decided on that 12% of the generated electricity during summers and 15 percent during winters would be supplied free of cost to the state, NHPC doesn’t even pay the royalty towards the state government. Dr. Farooq Abdullah allowing NHPC to loot the water resources in J&K, and Mufti Mohammad Sayeed, Ghulam Nabi Azad and Omar Abdullah not raising any question against it despite being powerful enough to retrieve the power projects at the stroke of their pens have proven that they are people who can’t be trusted.Besides the sanctions faced by J&K on account of Indus Water Treaty which does not allow J&K to store water for irrigation and power generation still J&K produces 2500 MW’s of energy but sadly out of this 2500 MW’s only 761 MW’s are given to J&K and the rest power is looted by NHPC (The New East India Company) NHPC’s imperialist attitude towards the people of J&K is not justified for the following reasons:-

1) All peace initiatives are doomed to fail if basic bread and butter needs remain neglected. Jammu&Kashmir is fast going back to medieval period with no hope for economic self-sufficiency and development. It’s ironic to bear the fact that a state with a capacity of generating more than 2500 MW of electricity has to reel under darkness.

2) NHPC generates much of the 2,556MW of the hydroelectricity produced in the state but offers a paltry 12 per cent of free power to the state and sells 88 per cent to the northern grid at lavish profits. Any power the state has to buy back from the NHPC has to be done at a premium.

3) On top of such an exploitative power sharing agreement, NHPC now stands accused of resorting to shockingly fraudulent means to acquire the land for at least one of the projects as well as to retain ownership of all of them in perpetuity,

4) That NHPC is currently working on 14 more power projects there with a total capacity of 3,445MW with perhaps the same exploitative arrangements only contributes to the growing resentment.

5) It has been the prime cause of the September Flash floods as NHPC has chopped trees which has resulted in fast sliding of snow into rivers. Mismanaged of hydro projects by NHPC has increase the damage during the September floods . The Dulhasti Hydropower project on Chenab decided to open its flood gates during the worst flood period, which led to further increase in flood levels in the downstream areas. Release of water by the National Hydroelectric Power Corporation (NHPC) dam had increased the levels of the Chenab massively between Kishtwar and Ramban. Such additional floods could have been avoided if the gates were kept opened in anticipation of floods. Such opening of gates during the floods led to catastrophic consequences for the downstream areas, as happened in case of Srinagar Hydropower project in Uttarakhand in June 2013. Further no cumulative impact assessment of big hydropower projects in any basins of J&K has been done which is another reason for the September floods.

6) It has displaced our tribal people from their own land, in Chutak Project (NHPC) 69.80 hectares of land has been acquired illegally effecting 132 families,in Nimoo Bazgo Project (NHPC) 378 hectares of land has been illegally acquired,in .Kishanganga Project NHPC has illegally acquired 216.95 hectares (Gurez- tribal area) which has displaced 489 tribal families and has effected their livelihood and same illegal acquisitions have been made in case of other projects run by NHPC in J&K

7) It has dishonored every MOU signed with J&K government and has denied state share in the power produced by it using the state's resources illegally

8) Hindustan Construction Company (HCC) and NHPC is causing massive environmental degradation in various areas of Bandipora-Gurez belt.

9) It has left our water poisonous and polluted that has damaged crops worth millions while as the environment and the local population faces a serious threat.

10) Many children have been killed by NHPC's arrogant actions of releasing huge amount of water into rivers without prior alarm or siren. For Example recently two students were drowned to death at Duwara in Uri area when NHPC officials released huge amount of water into Jhelum without any prior alarm or siren. This cannot be labeled as an accident it is a murder but unfortunately in J&K it will be labeled as an accident and outside the state it will be called a clear murder.

11) People who were agitating over the power-crisis in Boniyar area had to face bullets from CISF men for asking their right to use the power which is produced on their land and water, Is this fair to shoot the people who have given their land to NHPC on the promise of receiving 24 hour electricity but when they found themselves cheated and they asked for their right to use the electricity which is produced on their land and water ? Altaf Ahmad Sood (25 years old) was killed and two others injured when the CISF men opened fire on a mob of 500 people in the Boniyar area in north Kashmir’s Baramulla District.The same CISF men are being advocated by GOI counsel and has argued that a sanction from the government of India was needed for prosecuting the CISF men under AFSPA, But AFSPA is not applicable to CISF (Because CISF has nothing to do with law and order) still these CISF men are being shielded in the name of AFSPA.

Sir I on account of above reasons request you to intervene into this matter and secure economic and social justice to the people of Jammu&Kashmir.NHPC & IWT has imposed restrictions on J&K to use its own water which can be termed as an economic and social crime done by NHPC & IWT against the People Of J&K
