Mandatory microchip scanning at Houston City Pound BARC

Petition for Mayor Bill White to make mandatory microchip scanning at the Houston's City Pound Bureau of Animal Regulations and Care (BARC)

The City of Houston dog pound (BARC) does not scan animals coming into their shelter for possible microchipping.  Spokeswoman Kathy Barton states that it is too time consuming to scan dogs and cats.  Mayor Bill White supposedly promised a change, but no changes have been made to date.  This petition is to Mayor Bill White and BARC to demand that they begin scanning EVERY pet that goes through their shelter so that it may be returned to it's owner.
