Demand Justice For The Rape And Torture Of Miriam López

Miriam López, a Mexican housewife and mother of four, is seeking justice after being tortured and raped by soldiers and imprisoned on false charges.

In February 2011, moments after she dropped her children at school, Miriam was grabbed by soldiers and taken to a military barracks in Tijuana. For a week she was repeatedly raped and tortured until she signed a false statement for drug offences. She suffered electric shocks, near asphyxiation and stress positions, and was subject to threats against her children and partner. She was released without charge seven months later.

Though Miriam has since identified some of the perpetrators, no one has been brought to justice for the violence she suffered.

Miriam is not the only one. Reports of torture and ill-treatment rose by 500% in Mexico between 2006 and 2012, according to the National Human Rights Commission, and convictions for these crimes are rare.

Challenge this situation of impunity and ensure that Miriam's case is not ignored.

Dear Attorney General,

We wish to express our deep concern over the torture and rape by soldiers of Miriam López, a Mexican housewife and mother of four, in February 2011.

Miriam has been brave enough to file a formal complaint about the torture and sexual violence she’s suffered, but nobody has been brought to justice. In fact, thousands of Mexicans have reported torture and ill-treatment at the hands of soldiers and police; often the perpetrators are not held to account.

We urge you to ensure that a full, prompt and impartial investigation is carried out into Miriam’s case, that the results are made public, and that those responsible are brought to justice. We call on you adopt an effective and comprehensive action plan to implement the recommendations made by the UN Committee Against Torture in November 2012. All necessary steps must be taken to end the torture epidemic in Mexico and address this situation of impunity.
