Demand that the State of Hawaii provide functional pump out services for the sewage holding tanks fo

 Because as it stands now,some of the  Hawaii state harbors , where there are hundreds of boats with toilets  docked,  have old pathetic and disfunctional  sewage pump out stations and the  other harbors have none at all. There is a law in Hawaii, that you are allowed to pump your sewage 3 miles out from shore in  our Whale Sanctuary. This is bad enough but there is no enforcement that stops people from pumping their waste right at the dock. For many it is just too much hassle or they have some other excuse. These harbors charge ALOT of money to keep a boat  there! I am suggesting that they include in that fee,  a sign up service that provides a pump out vessel to go around the harbor with the sole purpose of pumping the septic tanks of it's paying customers . If such a service were provided we would not have the high fecal count that we have today in our beautiful Hawaiian waters.
