STOP EXPERIMENTAL ATMOSPHERIC PROGRAMS

PETITION TO STOP EXPERIMENTAL ATMOSPHERIC PROGRAMS 

We the undersigned are protesting the inaction of our local, county, state, and federal representatives in not taking action to stop the unrestrained, experimental geoengineering, weather modification programs and atmospheric heating and testing programs that are proliferating in the United States without any public or agriculture oversight, in order to protect agriculture, trees, human health, watersheds and our water supplies.  These programs are being implemented by our military, private companies, universities, and a myriad of government agencies including, but not limited to:  NOAA, NASA, DOE (Department of Energy), Bureau of Reclamation, and Department of Defense or they are being funded by our government through the use of our tax dollars.  The American people, our air, water, and soils are being used as test subjects without our consent during these experimental programs. We now want to stop these experiments until such time as public and congressional oversight is established and studies are completed so that we are informed of the risks associated with these experimental programs.  We have a right to be involved in the process, as we, the people and our environment, are to be the test subjects for these current and future experiments.  And we, the people, want answers to the following questions: 
(1) How atmospheric heating and testing programs are changing our weather, polluting our air, and abnormally moving   the jet stream, and negatively impacting agriculture.
(2) What affects these past, current, ongoing, and future experimental military, public, and private weather modification programs are having on human health, agriculture crops, trees, soil and water supplies.
(3) A listing of the chemicals proposed or currently being used in these private, government, and university programs along with a presentation of studies detailing their impact on human, animal, crop, and tree health. Elected representatives in the state of the undersigned petitioner should not presume that they have the right to usurp the right of the people to conduct any such experiments without public notification, and hearings, on the risks of such proposed experiments.

We have the right under United States Code Title 50, Chapter 32 Section 1520a-c
Restrictions on use of human subjects for testing of chemical or biological agents:    
1520 CProhibited activities
(1) any test or experiment involving the use of a chemical agent or biological agent on a civilian population; or
(2) any other testing of a chemical agent or biological agent on human subjects
(C) Informed consent required
(b) of this section only if informed consent to the testing was obtained from each human subject in advance of the testing on that subject

 Since we, the people, have not given our consent for any such testing programs where human health, agriculture crops, soils, drinking water, and tree health may be negatively impacted by such experimental programs we declare that these programs violate our right of informed consent and should be restricted or stopped completely until the people are informed completely about these tests and the chemicals and other programs detrimental human health are all made public and the people are allowed to give or not give their nformed consent.   
 A few of the negative affects of these programs are listed below
(A)  A wide variety of trees and other vegetation are showing signs of declining health or have died out;
(B)  Honey bee and wild pollinator populations are in steep decline; tree and plant decline is creating a serious fire hazard in many areas across the United States and which may adversely impact local weather, rainfall totals, and local water supplies;
(C)  Global dimming, climate change, Ultra-violet (UV) Radiation, man-made clouds, and air pollution are increasing while reducing the amount of direct sunlight reaching the earth which lowers crop production.
(D)   Persistent jet contrails and the man-made clouds and haze they are producing are changing our weather, reducing photosynthesis, and jet fuel emissions are polluting our air while depleting beneficial atmospheric ozone levels;
(E)  NOAA lists over fifty known experimental weather modification programs currently being used across the United States without any studies to determine the synergistic effects of those programs or their affect upon, regional micro-climates, agricultural crops and water supplies. As a resident of the state of undersigned petitioner, being concerned for the safety of my family, I hereby sign this petition to notify my elected officials that my informed consent for these atmospheric testing programs was never given to any county, state, or the federal government.  And that continuation of these experimental programs violates the law.
