Kyle Hupfer is the Director of the Indiana Dept of Natural Resources. Last year (2005) a decision was made that no more hunting was to take place of white tailed deer and other animals behind high fences (Canned Hunts) in Indiana. The Dept of Natural Resources passed emergency and permanent rules and the Governor and Attorney General signed off. Indiana State Legislature did not intervene. But this year, Kyle Hupfer has changed his mind and his words about hunting ethics and fair chase. Hupfer is near a settlement with a handful of Shooting Preserves ( Canned Hunts) owners that allows the activity to continue for at least another 10 years. He says that new Shooting Preserves will not be allowed to start up. He thinks that "this is the time to be reasonable, be fair"
