Neighbors say the rotweiller snapped at its owner, Eric Barkman, and his eight-year-old daughter, and that's when Barkman began beating the dog with a small wooden beam. Neighbors say the sad irony of the situation is Pepper was abused by a past owner, rescued, and then given to the Barkmans who said they'd care for the dog.
Johnstown Police stated Barkman faces several charges that could lead to a fine up to a thousand dollars or up to two years in prison. Before this incident, Barkman was already facing charges for serving alcohol to minors in January. For that charge, he faces five years in jail, plus fines and five years for cruelty to animals.
We petition the Honorable David J. Tulowitzki of the Cambria County Office of the District Attorney that if convicted and in addition to a period of incarcerationBarkman be required to undergo a thorough psychological evaluation followed by mandatory counseling.
