We the citizens of the City of Detroit and residents of Orchestra Place Apartments demand the exclusion of Parsons Street from any and all parking meter enforcement activity.

We the citizens of the City of Detroit and residents at Orchestra Place Apartments located at 100 Parsons Street, Detroit, MI 48201 are living in a subsidized, apartment community for elderly and disabled residents. Our living facility currently has no designated parking lot and has NEVER had a designated parking lot requiring residents, guests, care givers, physicians and anyone else visiting the building to park along Parsons Street. Many, if not all of the parking spaces available in front of Orchestra Place Apartments is designated for handicapped parking and enables those in need with mobility issues to access the ramp to our building.

Additionally, Orchestra Place Apartments is a living facility designated for low-income residents. Most, if not all of the residents residing in Orchestra Place Apartments are living on a fixed income. The enforcement of ANY type of "Pay to Park" Metering system on Parsons Street would put an additional financial burden upon the residents.

Finally, requiring residents of Orchestra Place Apartments to pay for parking in front of their apartment home acts to diminish the quality of life for the elderly and disabled residents who rely upon their care givers, adult children, physicians and physical therapists to assist them and help prolong their ability to live independently. Metered parking is most assuredly a deterrent and hindrance to those who come to provide care for our seniors and disabled residents. The extra added expense of the metered parking may also lessen the care giver's time with our residents.
