Instead of rabies prevention, government officials in China often resort to mass slaughters of dogs, called culls, in which dog-beating squads kill any dog spotted on the street, even if they have an owner.

The killing of dogs by clubbing, beating or hanging them in culls is cruel and inhumane. It projects images of violence and brutality, which is very much in contradiction to the image China as a country hopes to project to the world, promoting compassion and harmony between animals and people.

Indiscriminate slaughter is an ineffective way of controlling rabies. Rabies has been successfully controlled in many countries through managing dog population and improving public education about effective disease control and treatment.

I strongly urge you to support the national animal welfare legislation currently under review and to mandate humane rabies prevention measures across the country.
