Let Chase Culpepper Retake His DMV Photo with Makeup

  • by: Kevin Mathews
  • recipient: Kevin A. Shwedo, Executive Director of South Carolina Department of Motor Vehicles

Chase Culpepper, a South Carolina teen who identifies as a gender non-conformist, was made to take off his makeup before posing for his driver's license photo. Despite the fact that he wears make up every day, Culpepper was told by DMV employees that "disguises" like makeup were not permitted.

Though we understand why DMV regulations prevent citizens from obtaining a license in "disguise", gender expression is not a costume. We ask the South Carolian DMV to give Culpepper a second chance to take the photo with the appearance he prefers, and to be more sensitive to atypical gender expression moving forward.
