REMOVE RISA WEINSTOCK, ADMINISTRATOR OF THE AC&C AND THE NYC D.O.H FROM SHELTER CONTROL

NYC government is ripping off taxpayers through its deficient, despicable animal shelter system and forcing NYC citizens to tolerate a shelter Executive Director that lies to the public and condones the murder of healthy, adoptable dogs and cats 7 days a week.  NYC citizens did not approve the appointment of Risa Weinstock to her current position.

Risa Weinstock, in complicity with the NYC Department of Health, is employing a scheme of systematic murder-for-expedience based upon an ongoing epidemic in NYC animal shelters, easily remedied and inexcusable by every animal welfare ethic and then lying about it.  When asked why the NYC Animal Care & Control executes so many animals, Risa Weinstock stated, at a public forum "Because animals get sick.  They get very sick," absolving herself and the NYC Department of Health of their complicity in the fact that animals are being made sick in the shelters.  The Department of Health takes no steps to remedy this problem, and Risa Weinstock lies to the public to cover up a despicable scheme of premeditated murder.

The NYC Department of Health and Risa Weinstock conspire to deceive NYC taxpayers, manipulate shelter funding and illegally robbed NYC taxpayers of 2 new, promised, funded and court-mandated shelters.  While time and space is an obvious issue in NYC shelters, the Department of Health claimed that no new shelters are needed because "the NYC AC&C doesn't kill for space."  At a June, 2013 public meeting, when again asked why the NYC AC&C murders so many animals, Risa Weinstock unintentionally exposed the Department of Health's lie and stated "Because we can't keep animals forever.  There are space constraints."

NYC taxpayers and animal advocates are being intentionally deceived.  They demand the choice of a shelter administrator they can trust, removal of a public agency that blatantly lies to the taxpayers that finance it and the no-kill policy promised nine years ago.

UPDATE:

On April 21, 2015, NYC Comptroller, Scott M. Stringer conducted an audit of the NYC Animal Care & Control and found it in non-compliance on 18 different issues.  The issues this audit revealed are not just horrifying, they're criminal and a testament to gross mismanagement on the part of Risa Weinstock, AC&C Executive Director & General Counsel and the NYC Department of Health.  Drug mishandling, unaccounted for opiates, sedatives and injectables; medications expired for 13 years (some of which were administered to vulnerable animals that may well have died because of them).  Vaccines stored next to animal remains and employee lunches.  A ventilation system in the Brooklyn shelter spreading disease and gas fumes.  Generalized filth to the extent Comptroller Stringer described the odor as "stomach-churning."  All together, violations of law and humane ethics that are now obvious, historical and criminal.  These things are a testament to apathy and gross mismanagement.

A public health agency that doesn't enforce hygienic controls or monitor drugs in public shelters is grossly derelect in its duties.  A shelter administrator that doesn't know what's going on in the shelters entrusted to her is oblivious and apathetic - all of which translates into an horrific failure of homeless animals and the public trust.  Complicit in all this is the AC&C Board of Directors that's obviously failed in its duties to oversee the AC&C.  A public agency that has blocked the building of 2 new, court-ordered and mandated shelters that is fully aware that shelter overcrowding fosters disease is derelict in its duties.  It's now obvious why these shelters are so badly needed.

ALL OF THESE PARTIES NEED TO BE REMOVED FROM THEIR AFFILIATION WITH A PUBLIC SHELTER SYSTEM.  THEIR FAILURES ARE NOW EVIDENT TO EVERY NEWS MEDIA IN NYC AND LONG ISLAND.  THERE IS NOW NO EXCUSE TO NOT REMEDY THIS HORRIFIC SITUATION AND RESTRUCTURE THE AC&C WITHOUT THE INFLUENCE OF THE PARTIES RESPONSIBLE FOR THESE FAILURES.
