The reason for this letter is to ask you for justice after the barbaric act that the Construction Company Opresa perpetrate against Rosalinda Figueroa Castillo’s animal shelter when 33 live dogs were bulldozed in Cancun.

The photos detail the actions of Opresa Construction Company, the primary contractor for La Gran Plaza Cancun - a mall being developed ostensibly as further capitalization on the tourist trade in the area.

Opresa made a bogus deal to acquire land being used as a private shelter for the street dogs of Cancun - promising the owner and operator of the shelter that they would construct a new facility for her on land in an area called the Bonfil Ejido. This shelter was being operated by Rosalinda Figueroa Castillo, a woman of average means, as her personal charitable effort - which she has done for the past eleven years with meager resources and little support. She rescued and housed 186 dogs from the streets of Cancun - providing them with food, care, and shelter, rescuing them from lives of neglect, disease, suffering and starvation. A few months ago, a team of concerned veterinarians and volunteers even conducted a sterilization clinic at her shelter, neutering a great number of the dogs there.

Opresa did not complete the construction as promised. Instead, after stalling and delaying in the completion of the promised facility they willfully and deliberately initiated destruction of Rosalinda's shelter, and used heavy equipment to bury more than 33 dogs alive - sending scores of other injured and terrified animals scattering back onto the streets!

Even worse, on 2/17/05 when Rosalinda and her son arrived to find that temporary structures she and her friends had reconstructed had again been razed, she was then assaulted by a mob of Opresa's workers - who beat her son and dislocated her shoulder, sending them both to the hospital. They then continued to kick and beat the remaining dogs - sending them fleeing from what remained of the shelter. Cars struck a number of the fleeing dogs. Others had been raised at the shelter since they were puppies, and knew no other home. While several of the workers were briefly jailed for this assault, the outrage of this can never be fully rectified - and no amount of PR will ever redeem Opresa Construction Company for it's demonstrated cruelty, inhumanity and greed.

Honorable Mr Alor Quezada, we believe in your honesty and we ask you for justice in this hideous case. We respectfully petition that OpresaÂ’s cruel workers serve the longest jail time, undergo mandatory psychological testing and counseling and also the construction of a good animal shelter for Mrs Figueroa Castillo.
