Pass Jessica's Law in North Carolina

Dear Gov Mike Easley

     I am writing you this letter about a subject that I have been concerned about for many years. My name is Terri Roseberry and I am a 32 year old mother of 2. Fourteen years ago a man named Wayne Preslar molested a child hood friend of my daughter and her cousins.  He received probation but remained in the home with his four daughters. While  there, he molested two of his daughters,  along with my daughter, at the time I was unaware of the indecent liberty charge.Wayne Preslar eventually went to prison for approximately 6 months for not completing his community service. When he was released from prison, he raped his oldest daughter. My daughter came forward,also about Wayne Preslar having molesting her. The police department in Pineville, NC took our statements, but there were no charges made.What can I do to contribute to the fight for tougher laws against sexual offenders? If Wayne Preslar had remained in prison, his  daughter would never been raped and my daughter would have been spared from being molested. I would like to have Jessica's Law passed in North Carolina and South Carolina. I am willing to do what ever I can personally and to work as hard as I need to get tougher laws passed again sexual offenders.

     I have also worked with 3 other sexually abused girls, and helped send a child pornographer, molester and rapist to prison.  They are: 

        Silent name, NC        Joseph Seabrook, SC       Doug McCall, NC     They reopened Wayne Preslar's case and he is currently back in prison, but 2 of these men have already threatened to harm their victims when they are released.   Please hear my plea for help and aid me in standing up for these victims. They have voices that deserve to be heard and they need to be protected along with anyone who potentially may be harmed in the future. We need to take action now. Jessica's Law -. The measure would include a minimum of 25 years in prison for anyone over 18 years of age who is convicted of sexually assaulting a child under the age of 12, mandatory GPS monitoring for life, and a mandatory life sentence for anyone convicted of a second offense.
