Permanent Constitution of Iraq
To the beloved people of Iraq…
Greeting of peace,
It is with a heavy heart and burdened soul that we, your brothers and sisters in God, have been
watching your suffering and hardship for many years through wars, oppressive regimes, sanctions,
military invasion and occupation. We have felt your pain and sorrow as the bombs were dropping
and the children were crying and screaming…We have felt your pain as your entire government
and system collapsed only to be replaced with lawlessness and chaos…We have felt your pain as
checkpoints have been established by foreign armies in your lands and where your houses are no
longer safe from unjustly midnight raids.
It is through this darkness, pain and despair that we will stand by you to extend a ray of hope, a ray
of light, that will lead you and your great country out of the darkness and into the light of peace
and justice and well being.
We take it upon ourselves, out of brotherly love, to offer your great nation a permanent
constitution written specifically for the republic of Iraq, and based on the guidance from the One
God of Abraham as received through the Quran. Not since the Medina Charter of 622 A.D. has the
Quran been used to prepare such a comprehensive constitution for a new republic…The time has
now come and begun with Iraq.
The constitution has been designed to protect the freedoms granted by God to all His creation,
irrespective of faith, as well as to uphold justice and promote a dynamic and vibrant independent
and strong society.
May what we have offered find its way into your hearts to be the solution to all your problems, and
a beacon for the nations of the world.
