I, one of the major victims of the on going massive international human rights abuse crime, a victim of on going involuntary Nazi style human experimentation, a victim of on going inhuman torture with life threats, a victim of power abuse and organized crimes, and the under signed, urge the Vice-President Raymond Ranjeva from the International Court of Justice of United Nations to take the leadership to take immediate and effective actions on controlling this on going government crime and organized crimes conducted by or related to Motorola, the U.S.(the government of my current residence), and Chinese Government( the government of my home country).

The interweave of the government crimes, government frauds, organized crime companied by the usage of military force through power abuse, the illegal imprison the witnesses, the terrorism activities, the inhuman cult makes this crime full of violence and terrorism. The progress and severity of this violent massive human rights abuse crime are extremely overwhelming towards the powerless and innocent people. The lawless and shameless attitude by the human rights abusers is making effort to mislead the public and threats the human rights advocacy actions. The gangsters, mafia, at large criminals, at large murderers and drug dealers, the corrupted government officials and human rights abusers are playing a significant role internationally to threat the global peace, humiliate the protection and respect towards human rights using terrorism threats, white collar crimes and power abuse.

In front of the government crimes, government frauds, organized crimes, widespread covert involvement with drug crime, white collar crimes conducted by Motorola and governments, the law enforcement of these two governments is not at the right position to help the victim and innocent witnesses but be made part of the government crime. My intention and effort for seeking for justice by reporting this crime to these two governments is too weak to compare to this turbulence situation. My persecutors are playing a role of conducting global control for international human rights abuse and criminal protection purpose. The people I am seeking help from could be victimized by my persecutors through the mind control technology. They are mentally and physically persecuted and even facing life-threats for criminal protection purpose.

My family members - Father Hongcai Li, Mother Shuqing Wu, brother Xuhui Li and husband Yuqi Chen are persecuted by U.S and Chinese Government and used as hostages because of my victimization to control my intention and effort to seek justice for my involuntary victimization. The life security of us is totally under the control of my persecutors. The motivation to kill the victims and the witnesses for cover-up purpose has been constantly displayed by my persecutors. Some of them are mentally sick, have severe criminal and murder history and the control towards the global surveillance and space weapon system.

We are looking forward to getting help from you for taking effective and immediate action to control and terminate this on going international human rights abuse crime, control the on going terrorism activities, provide international protection towards the involved human rights activists and the innocent critical witnesses of this crime. My home country- Chinese government led by the Chinese President Jingtao Hu plays a role as one of the major persecutors of my whole family and murder attempters of me. They shamelessly serve as an criminal and murderer protector and human rights abusers who respects on law and international human rights convention. The U.S. goverment +, who declared themselves as currently out of control of law enforcement, is intently prolonging my victimization by allowing and even extending the scope of my persecution. I am looking for urgent international help on saving my life out of the on going unvoluntary leathal and Nazi natured human experimentations, threats of terrorism, government crimes and government frauds conducted by my personal persecutors, Motorola, Chinese government, U.S government and the United Nationals. I have been involuntary used for the human experimentations related to Total Information Awareness project and various individual commercial products development and testing projects for Motorola, international research and IT entities including robotize mankind, mind control, remote human biological activities control, surveillance and manipulation, remote vehicle control and surveillance, various neuro-communication application such as : Nazi Robert development, wireless java mind game using realtime brainwave signal, thoughts reading, remote lie-detection, wireless EEG and bio-feedback, intelligent cellular network development, human security system with the monitoring function of brain activities, identify human through his/her brainwave signal, neuro-phone, brain medical and research projects using brainwave detection, monitor, record, decode, encode, broadcast, inject, exchange technology, various satellite data transfer application - data stealing and broadcast using wireless technology from my digital camera, camcoder and laptop, microwave and nuclear weapon testing and development, computer system hacking and spy.

For more than 3 years, I am illegally high-tech stalked. I am under an involuntarily and comprehensive surveillance and even been video taped all day long. My physical activities are watched and my thoughts are read by Motorola, there is no single moment of privacy available. The malicious and intrusive comments are broadcasted globally. My whole life environment is manipulated and controlled - including my cellular, my phone, my car, my laptop, my digital camera, my bank account, my credit history, my mail, my email, my camcoder, my room, my gym membership, the pictures I took and even my online activities. As a pleasure, my persecutors make every possible moment of my daily life a hard time.

Most of the experimentations conducting on me are expecting to show the harmful physical effects caused by the microwave radiation ( such as X-Ray, Infra-Red and Laser) and poisons such as brain damage, tumor, leukaemia, brain cancer, liver cancer, physical damage of kidney, sexual organs, eyes, hair and skin.

Current known participants of the human experimentations conducted by me are: Chinese government, U.S government, Russia, Jappan, Motorola, Sony, stanford University, Illinois government in U.S, Department of Defense, Department of Energy, Beijing University, Northwestern University, Loyola university, Fermi national lab, University of Illinois in Chicago, Northwestern University, Massachusetts Institute of Technology , Harvard University, Illinois Institute of Technology, Chicago police department, Homeland security department of U.S, FBI, CIA, the United Nations.

The access to the global surviellence, human control, space weapon testing system, the equipment to read thoughts, the mind control equipment is granted to at-large murderers, at-large criminals, mafia, mental sick people and my personal persecutors by the government. I am constantly threated for brain damage, physical damage, soft killed using microwave. The life security and physical wellness of the innocent witnesses and my family members are totally under control.

My victimization is originally caused by the gender-related persecution conducted by one of my co-workers from Motorola named Dave Wisti in April 2001. For satisfying his mental sickness need, he was offered to use mind control and human control techology by the usage of a bio-model which are part of the Total Information Awareness project to persecute me. The payment dispute concerning the contract signed between Dave Wisti and the private investigation group he hired for helping him to invade my privacy becomes the start point of this "endless" crime -- I am made available as a virtual female human toy for personal persecution and an involuntary human experiementation target for robot development and Total Information Awareness project since then. My brain wave is involuntarily detected through the radiation of X-Ray, Infra-Red and Laser, and broadcasted globally using Motorola cellular network through satellites. The receivers of my brainwave can see whatever I see, hear whatever I hear, know whatever I know and feel whatever I fee. Using the thoughts reading technology provided by Total Information Awareness Technology and the global public accessibiltiy of my thoughts and feeling, my persecutors are intentionally using my victimization to expose the mental sickness history, criminal history and drug trading history between each other especially the corrupted federal officials, Bush, Clinton, Al Gore, Jingtao Hu, Peng Li, Christ Gavin family.
They also use the information they obtained to control each other for criminal protection, commercial competition, personal persecution, political persecution, political control, power straggle and an excuse to continue the involuntary victimization of mine.

The text evidence of thoughts reading and video tapes are spread, distorted, illegally displayed in Motorola, U.S. government and Chinese government by my persecutors. The terrorism actions have been taken to eliminate the evidence and control the witnesses in forms of organized crimes and government crimes.

For 3 years, I have being fight for seeking justice. My persecutor sent me to the mental hospital for 5 day May 2001 at the beginning of this crime because of the physical security threats I reported. I was scared because of the overwhelming mental sickness condition of my persecutors who I believed was living in my nearest neighborhood and the offensive microwave harassment conducted by him. Especially when I found the police report phone service in my apartment was suddenly disabled. I ran to Motorola for help, the murder threats became more serious with the threats to kill me by car accidence. Motorola then sent me to the mental hospital. My description of my experience that day was defined as mental sickness symptoms by my doctors. Several police reports and emergency police service phone calls were made before and after my mental hospital event, there is no direct investigation result from the police reports I made. My mental hospital experience was used by Motorola and the law enforcement as an excuse for ignoring my request for legal help through reporting this crime. I visited local police, FBI, Motorola security, Motorola HR, Motorola management, Chinese Embassy in U.S. , U.S Equal Employment Opportunity Commission, and U.S Department of Justice for reporting this crime, there was no help offered, the visit to Chicago FBI April 2003 put me under murder threats by Williams Clinton and FBI for covering up for this crime.

Learned from my mental hospital experience caused by my helpess situtation and mental abuse of Motorola, the afterwards constant terrorism threats to damage my brain, murder attempts only encourages me to report the crime for seeking for valid and reliable help.

The truth of my victimization is exposed graduatelly. With the growth of the knowledge of my victimization and my persecutors, I have being keeping on crying for help internationally in the form of public petition towards the public and UNHR and email messages. I am also involved with some of U.S civil human rights advocate organizations. I was encouraged and helped by the effort of U.S human rights activists. The deep rooted corruption and criminal protection mechanism of U.S , long history of secret human experimentation and human abuse history of U.S, the helpless situation of the U.S victims and the struggle they are going through so hardly, the high crime status of U.S, especially the role of Chinese government is playing as persecutors and murder attempter, invoke my intension on seeking on international justice for surviving government crimes and organized crimes related to U.S and Chinese Government.

Almost every day especially at night time, I am tortured physically and mentally. The access to the equipment used to manipulate my brain is granted to the at-large murderers, at-large criminals, mental sickness person and my personal persecutors by the permission of governments. Some of the experimentation conductors of mine have criminal history and mentally sick. My persecutors are able to torture me or disturb my brain functionality anytime they want. I am also mind controlled to prevent my action to restore my human rights. My freedom of thoughts is threatened by my persecutors. The Nazi nature of the human experimentation , the inhuman personal persecution by at large criminals and muderers and the availability of the paid voluntary human experimentation conductors make my involuntary victimization totally illegal.

Motorola as the major persecutor of mine plays an important role of conducting involuntary human experimentation on me, intentionally invade my human rights and conducting personal persecution on me. Even after I was kicked out of Motorola January 2003, I am still used as their free target for human experimentation and persecuted for satisfying the personal need of their international shareholders through the usage of my brainwave.Their deep connection with mafia, local gangsters, terrorists is used for protecting the illegal human experimentation and persecuting human rights activities. No matter what I do, where I go, Motorola and Motorola related people are always my majorpersecutor. They overtly insult the rightness of the society and present themselves as someone beyond the regulation of law. They illegally collected, distorted and displayed my personal information to whoever they like. In order to prevent me from getting support and protection, Motorola constantly step into my career, my personal life, my family, my circle of friends and even disturb the churches I visited. They illegally present their victim - me to people for the purpose of discredit my ability to report this crime. Motorola's international shareholders, are playing an important role on conducting white collar crimes and organized crimes, even making international frauds to ensure their control over my victimization.

Some of the direct persecutors are my previous colleagues from Motorola, friends, family friends. They are encouraged by my persecutors to use my brain and my victimization to achieve their own personal archievement, mostly for commercial benefit and financial gain. Within a year, some of them become mafia, gangsters, at large murderers and criminals. Them worked with my well-known persecutors as partners to take advantage of my involuntary victimization. I have no reason to be persecuted by any of them from any point of view.

To cover for the fact of my unvoluntary victimization and Nazi nature of the human experimentation conducted on me the Chinese and U.S governments assistanted by Motorola and the criminal and terrorism connection of Motrola are working together to make false identity plots and prepare fake human experimentation contracts signed by "me" to cover up for the law enforcement issues.

The two paid well-known paid voluntary human experimentation contractors for Total Information Awareness project Yuping Wang and Hongmin Yu are acting as my direct personal perseutors to persecute me for the purpose of murder by the assistance of the government, Motorola, terrorists. Other paid voluntary human experimentation contractors are also hired to act as the false identities of my victimization. The well-known solution of using paid voluntary human experimentation contractors to avoid legal problem has not been applied. To terminate my victimization requires no more than the permission of providing legal protection towards me. My persecutors are intentionally prolong my involuntary victimization through power abuse without any reasonable reason.

My family, the honest witnesses as the critical witnesses of my victimization, the involved human rights activists are persecuted and threated for convering up purpose. All my relatives, people know me and related to me are forced to admit Wang Yuping is me. The FBI record, my school records, my employment records, my identification cards are copied, modified and used for the false identity purpose. My family members have to admit Yuping Wang is their family members. All the pictures of mine are copied and revised for Yuping Wang. She dresses like me, has exactly the same experience as mine. The video tapes are made to prove she is me. The military force are used to control the witnesses to ensure this crime. white collar crimes and organized crime are used for ensure this fraud.
The militaryforce and terrorism activities are used to ensure the success of the false identity crime.

To control the release of my victimization, prolong my involuntary victimization for commercial, political control, personal persecution and criminals protection purpose, Chinese and U.S. government are working together by the assistance of the terrorists -- Williams Clinton, Jeff Jones, Jingtao Hu, AL Gore, Bush Family, Christopher Gavin, Yuping Wang, Jessie Zhang, Hongmin Yu, Zhaodi Song, Xuebing Cao, Jeff Leclair and his family gangster connection , Dave Wisti and family to conduct human rights abuse crime.
