Biodiesel Supports The US Economy, Cleans The Environment And Weans Us Off Foreign Oil

Biodiesel is a renewable fuel from agricultural resources; it is biodegradable, non-toxic, sulfur-free and aromatic-free. It’s unfortunate that given the need to assist this new industry, the Senate plans to reduce the funds in the USDA budget for biodiesel.
The benefits of biodiesel are as follows:
- Puts American farmers to work
- Creates new production jobs and a new industry
- Insurance against oil embargos
- It's biodegradable and non-toxic -- no danger from oil spills and safer to handle
- Reduces life cycle CO2 by 78%
- Reduces dependency on foreign oil
- It's a renewable energy source
- Reduces hydrocarbon and carbon monoxide emissions
- Reduces particulate emissions and smoke
- Has higher cetane value than conventional diesel
- Has higher flashpoint than diesel (safer)
- Longer shelf life and more stable -- study by U.S. Navy
- Has no sulfur and contains 11% oxygen by weight (diesel has 0% oxygen)
- Quality is assured by ASTM standards

Dear Representative Grassley:
We would like to thank you for your support of the biodiesel industry, and the biodiesel tax provisions you included in the Senate passed energy bill.
I am sure you are aware of the CO2 emission controversy now brewing between Governor Gray Davis and the Bush Administration. I am also sure you are aware of the school bus emission dilemma, which is the cause of major concern for the health of our school children; and finally the NOx fight between the EPA and the US Trucking Industry. All are problems looking for answers without affecting our economy.
In fact, one immediate answer to all these problems is to market a blend of biodiesel and an additive that can provide CO2 and ozone emissions reductions and fuel efficiency that can offset any differential costs of renewable fuels. This provides a solution to the CO2 problem, the emissions problems of new truck engines and can lower emissions in school buses. Little known is the fact that a variety of in-depth government studies have demonstrated that CO2 reductions of 78% can be achieved from use of biodiesel in a life cycle emission basis and that biodiesel has the best energy balance of any fuel.

It is unfortunate that given all the benefits of biodiesel fuel and the need to assist in efforts to get a biodiesel industry going, the Senate has decided to cut in half the appropriation of funds in the U.S. Dept. of Agriculture budget (Commodity Credit Corporation (CCC) Bioenergy Program as designated in the energy title of the 2002 Farm Bill). This will make it very difficult for the biodiesel industry to grow, just as the fuel is reaching commercialization.
