Harder Punishment For Animal Cruelty

Over the last 12 months a number of small helpless kittens have been cruelly beated and abused and left for dead, and when culprits were caught, they were released with barely any punishment at all. we, the undersigned would like to see the current laws revised to a harsher punishment/fine to deter this sort of thing continuing.
