Allow homeowners with a 5 feet fence the ability to replace with a 5 feet fence.

I live in Northview Place and I was denied a request to replace my deteriorating 5 feet fence with a new 5 feet fence. I feel we should have the right to replace or upgrade our homes with similar features.
