We need to stop the over breeding of animals to reduce the number of animals entering into animal shelters and killed because of "over population." 4 to 5 million of dogs & cats are euthanized every year, which comes down to about 11,000 per day. This is sickening. Not to mention all the strays that are never put into these figures from being hit by cars or poisoned or sold to labs for testing. Laws have to change to protect the voiceless. Breeders, puppy mills and pet stores should be held accountable for every dog and cat that they bring into this world, and puts money into their greedy pockets. Hit them where it hurts, their profit.
Make breeders & puppy mills place microchips in all of their animals with their complete breeder information with second and third contact information (their vet). Have the animals spayed & neutered prior to selling them (this will prevent basement/backyard breeding). If one of their animals end up in the shelters, they will take the animal from the shelter and pay a fee to the shelter of $5,000.00 for each animal that is theirs. If they are reputable breeders, they will take the animal back. If they choose not to take the animal back, then they pay a large fine to the shelter $5,000.00, and another $5,000.00, to a rescue group for that breed, so the rescue group can work with the animal to have it placed in a loving home. If that breeder doesn't comply, they should be shut down for breeding, not be allowed to have animals and be placed on a registry that states no longer a breeder/animal horder. This applies to puppy mills as well. Being that puppy mills produce in such large quantities, they will quickly learn that financially, it isn't worth it. Each pet store that buys from puppy mills should also be held accountable for every pet they buy from puppy mills and their names should equally be on the registry of that micro chip, when the puppy mills sells it to the pet store. When the dog or cat ends up in the shelter, they too get hit with that fee. Pet stores will stop selling because they will not be making money.
This should be a mandatory law in every state of the United States of America, then we should see a large reduction in animals at the shelters, because animals will not be breeding at home due to the fact that they are already spayed & neutered. It should be 1st or 2nd degree offenses, not 3rd or 4th degree (which are just slaps on wrists). The breeders will be accountable and responsible for every animal they bring into this world. Puppy mills will see it is not financially rewarding to hoard and breed these poor animals and hopefully be forced to shut down. Then perhaps the number of animals that are murdered every year in the shelters will reduce. Please sign this petition. Be the voice for the voiceless.
