If I know up front that a particular service is being provided by an out of network physician or lab, I can try and substitute in-network providers or, at least know that I'm agreeing to pay more.
The medical and insurance industries oppose this common sense bill because they like being able to charge and collect their high fees from unsuspecting patients.
