Stop the Clawback of the NCBS from Families on Social Assistance

Ending the clawback of the National Child Benefit Supplement (NCBS) would make a big difference in the lives of families on social assistance. 

When you’re already living below the poverty line, being able to keep
the approximately $115 you get every month for each of your children
would go a long way towards paying your bills. But that’s not what happens.

Every month, the federal government allows the Ontario government to clawback the NCBS from 163,726 children across the province – simply because their parents are on social assistance. It’s not right.

Get involved.  Tell the provincial governments to end the clawback immediately!

519 10:43 pm PST, Nov 15 Ms. Anonymous I'm at total loss for words... I really don't see a point on giving money to peoples that are in social assistance.. Firts of all I think that welfare should be only for senior that can no longer work, people with disabilities and I would agree students(single parents student) that are trying to finish school is acceptable. Baby bonus shoul be only to those single parents or couple parents that are working/students parents /disabled parents to support with their head up, their childrens. If baby bonus,,, if is taking away from peoples on welfare I think is a good idea,,,it will be a good way to push them to find a job. Otherwise if the goverment does not do nothing about it, the economy will be completely down (same way as US). Just take a few minutes and read all peoples comment, you will see that most of, are single mother with 3-4-5 kids, crying out not to take money away.I think they should be thanksfull to welfare that is already supporting them with the rent and some money to eat, which in other countries you don't have welfare. You have to work your butt off to support yourself and your family. Why doesn't the goverment Open a case and start to verify,,, all of this single mothers see how many kids they had when they apply for welfare and how many more they had until now. I think is more convenient for them to have more kids 'cause of baby bonus and stay at home. They are single so how come they keep having more kids.They report that they are no longer with their boyfriend but they still keeps having kids with them, they are also getting welfare too,,, so they don't have to pay for child support.. I myself have 4 kids, my boyfriend work and makes 1200$ we find hard to make it to the end of the month if we woult'n receive baby bonus i don't think we could make it. But hopefully I'll be going to work soon. My point is,,, that is unfair, that some of the people that are in welfare and receive baby bonus are taking advantage of the goverment. By not moving a single finger to find a job,,and that is how it always going to be if the goverment does not open their eyes and push people in welfare to find jobs or just let their childrens follow the same steps as their parents, kids are going to say "why shoul I go to school I can stay home get welfare have lots of kids like my moms and I'll get baby bonus without working,,That's COOL! Thank you ..

514 11:35 am PST, Mar 5   Jeannine Osmond this is not fair that just because we are on social assistance that we loose some of our child tac benefit..these people have no clue how we are livin and how much we struggle everyday with money issues . i know that you are saying y dont you go out and work or go to school well i did do that and while i was doing that OW wouldnt even help me do that..i went to college and graduated and then i ended up back on assistance but i am struggling to keep food on my table..so what is a 100 or so dollars to the goverment nothing but a 100 dollars to the ppl that are livin under the poverty level alot i means amonth worth of formula for out ifants or a month worth of food on the table for a family of 3..i can name all the stuff that i could buy with 100 or so dollars but that would take forever...so stop stealin from the ppl that can afford to have stuff be stolen from them..GIVE US OUR MONEY BACK.

We dont get baby bonus for him, or the assistance for his disabilities, and my husband is on ODSP. ODSP doesnt give $ for kids anymore. We cant afford anything, we cant pay our bills. ANd we have our stepson every weekend and 2 nights/week - but this comes out of the mouths of our other children to feed him. Or I just dont eat.

With a struggling economy,,broken homes the ones left behind have to scrap to just barely make ends meet..which bill can't be paid this month so we can eat..This is so sad when we live in a Country with unlimited resources...Most people didn't choose to live this way it was forced upon them in one way or another..no one deliberately choose to live in meager means..Government needs to take care of its own as willingly as they do other Countries without hesitation..

I'm only living off my child support (554) and my CTB and NCBS. And I barely get by with this. It's outragous that you want to take this away from those who really and truley need it. Unless you have been in our situation then why judge.

As a low income family I understand first hand ,how all these cutbacks create stress and other problems ,I dont think its right for anyone to have to choose between FOOD SHELTER or UTILITIES.People would be surprised to how much a few extra dollars could mean to families with low income.

N the now you make these changes you cant find anything cheaper because there nothing you wait on the houing list for wat years year and more years I have been on there 7 years and still nothing.. put the ctb back to how it was..

499 8:42 pm PDT, Jul 21 Mr. Dave Walker We are already suffering each month with the tiny bit of money I get from ODSP. I am married with 2 children. Please raise the ODSP cheques. Do not reduce them any further. Help us Canadians out, not other countries. It's hard to get by each month, sometimes we can't afford groceries. So why take away the baby bonus? IT IS WRONG. With the cost of living going up every year the cheque should be adjusted. Try to get by on $1950 per month, after mortgage, hydro, basic phone, property taxes, heat,house and car insurance. Basically leaves us with very little food and with 2 children you can't even buy them new clothes or school items which is expected from them, eg. school pic's, trips, pizza lunch and more. Raise these cheques right now or watch canadian children suffer. If nothing gets done soon, I do anticipate World War 3.

This is not helping-no more winter or back to school allowances-CRAZY! I get my baby bonus and SA pretty much a week apart then I'm broke for 3 wks because of bills and groceries . This is NOT helping us only hurting our children. Dalton, I hope your proud of yourself, it must be nice to not have to worry where your next meal is coming from. You talk a whole lot of crap and you dont know what it feels like to suffer!  
495 12:48 pm PDT, Jul 15   Carol E Hi there I am apauled by what John anonymous just said! I worked from the age of thirteen until I was 28 and am only 33 now. I am on ODSP and have three children but am now unable to work due to many many surgery on my knees and had my sweat glands removed because of a hereditary desease i have had since a child. I did not have my kids just to get a check! Now on the subject of the NCBS coming off of ODSP and welfare resipiants it does not put our families any further ahead. My check is 1560 a month, i get 121 a month deducted for NCBS and i pay 775 for rent plus gas, hydro, water and sewage and my basic phone. (I do not have cable or satelite as it is a luxery). Now with all bills that are paid out it leaves me with $186 a month to support three children and my baby bonus is also going on bills. Now I understand that there are changes coming which is good. I had to voice my opinion!

In total i recieve 372$ for baby bonus, and 350$ for basic needs from social assistance, now they are subtracting basic needs for my child which is 150$ and no longer subtracting part of baby bonus from my social assistance which is 121$ and now adding on 50$ to my baby bonus, in total i will be recieveing 20$ extra a month...thanks to subtracting my childs basic needs? wow this was a brilliant idea...NOT! this is bullshit this is suppose to make a huge difference and help low income mothers...ya right 20$ extra yay!  
492 4:46 pm PDT, Jul 9   Nancy Christiansen I have a 16 year old son who eats about 600 dollars worth of food every month, plus all my hydro, cable, rent bills etc... that leaves me nothing left over for anything else...What a life, I am on disability and can't work anymore....what about helping us poor single mothers..we need more money not less...!!

Each month approximately 400 dollars is deducted from my cheque and I am forced to make ends meet with the little money that i have left over after rent, hydro, gas, and other bills that include a telephone and basic cable for the children. I believe that removing the clawback will ultimately give more incentive on moving forward, such as finding work or finishing school when you dont have to worry about what you are goin to eat next. Many times I have run out of groceries or diapers before recieving my next cheque. And children grow, which means new clothing, and often times I am unable to buy the clothing they need due to fact of the rising cost of hydro and food. Please consider removing the clawback the children are the ones who are ultimately affected by this. Thank you.

487 7:32 pm PDT, Jun 20   Tim Pearce Dear Mr. McGuinty, You've abandoned the poorest of Ontarians and hundreds of thousands of of most vulnerable children by not ending the Mike Harris NCBS Clawback! It is now the McGuinty Clawback! Do not pretend in community consultations that you plan to do something about poverty in this province until you end this brutalization of the weak and poor. You campaigned to restore these funds to OW and ODSP recipients years ago...DO IT NOW if you truly want to do something meaningful about poverty. As for the so-called "welfare wall", the poor and our most vulnerable children have continued to pay the price for this myth! Don't you think we pay for the damage inflicted as a society in other ways (i.e. increased costs in education when these children require more specical educational resources, increased medical costs when their health is compromised, etc.)?  
486 2:19 pm PDT, May 29   Anonymous OK, now that the clawback has "ended", recipients of social works face cutbacks that are even greater than the clawback was. Assurances in writing to the recipients falsely claim that the new monies allotted "make up the difference" but they DO NOT. In fact, in my situation, I will now have $50 LESS a month. Maybe not to some, but for the poor that is ALOT of money. The cycle of poverty will never end at this rate. Don't falsely appease us by ending the clawback when you will just take it from us in some other manner! The whole point to this petition in the first place was we needed MORE money to SURVIVE!

I have been searching the web and came across this site, good thing! I am disabled. I don't want to be disabled, its not my fault. Because I need assistance why should my CHILDREN be punished? Disabled people needing help suffer more than anyone. I was tuned down for my CPP benefits because I left work to raise a family, even though I became disabled a month after my second child's 8th birthday. I have fought at every turn to reduce the impact of this disability on my famly, I have been burried in difficult and confusing paperwork, failed by the inability to find a doctor to support my claim. After a serious accident I had to wait almost 6 months to get a doctor, during a claim to my insurance company, the doctor I had was forced by OCPS to shut down his practice. I SUFFERED FOR IT AS MY CLAIM WAS ENDED It is atrocious the way this gov't. treats its own yet gives away an incredible amount of money to help poor in other countries. TAKE CARE OF YOUR OWN FIRST! We are in no position to help others when thousands of Canadians in Ontario cannot even get a doctor!

481 12:01 am PDT, Apr 30   Marnie Crysdale I am a 49 year old woman who has a college degree, worked steady 15 years directly out of college - some of the jobs were gov't jobs: Prov. gov't: Min. of Lab'r and Fed. gov't: Unempn't Ins. In all years working paid gov't: Taxes, CPP, Unemp'nt Ins., Union Dues,etc. Unplanned, I became extremely ill a year after my daughter's birth. I could not work, and shortly after my partner and I split up. My last job was a contract job, thereby I had no monetary resources available, was declined by CPP and was forced to go on welfare. My illness progressed (fibromyalgia) with increased depression. It took 4 years to be accepted for disability due to strict guidelines. During the next 2 years the receipt of child support of $329 was very erratic (even with court guarnishment).Regardless ODSP deducted it all($329)on the 1st of every mth. After finally meeting ODSP's exact requirements for assignment, and with support legally now going to them, I started receiving support on my ODSP cheque the 1st of each mth. NOTE::--of the court ordered maximum $329/mth child support, before assignment ODSP took all $329 off cheque on the lst. When I received the $329 support, only $214 was allowed to be kept(ODSP's basic needs allowed for my daughter). The remaing $115 child support - was considered income to the household and had to be returned to ODSP. After assignment, I received at 1st of mth. on my cheque from ODSP $214 for my daughter's basic needs. They kept the $115.... We're mandated to ensure we pursue maximum support, but when we do, there's a clawback. It doesn't help the poor (my daughter's a child and that's money for her). Now, the National Child Tax Supplement is another one - the government ups monies on Child Tax Credit to help with children IN LOW INCOME, only to have ODSP take away over MORE THAN HALF of it to put back into the government... for middle to low income WORKING families. The disabled are labled and forgotten ... I don't like being ill, now have Osteopina on top of Fibromyalgia. I have tried to work but can only work for short periods of time before relapse. Just because I can't work, my child should not have to be penalized ie. Child Support Clawback, National Child Supplement and now with this latest: the Ontario Child Benefit payment -- starting in July ODSP does not pay for my daughter's basic needs; thereby $303 off my cheque, no winter allowance of $ 135, or back to school $180, however I been told ODSP will not be taking NCBS off our cheque's anymore..... So on analysis of all of this my cheque will be Basic Needs for me at $554.00, Shelter for me and my daughter at $264.25 giving a total of $818. The Ontario Child Benefit Payment of $50 will be added to my Child Tax Credit($272). Doing the math I now am getting less from the Gov't then I was - $40 less each month, plus no more back to school or clothing allowance -- AND again the Govement has introduced doing something that will HELP low income families provide for THEIR CHILDREN. THE GOVERNMENT DOESN'T GIVE ANY BREAKS, OR MAKE IT EASIER TO THE LOW INCOME FAMILY WITH CHILDREN when there is disability -- it's just takes. Respectfully submitted.

I am also attending college and get a cheque from Ontario works of $874.39/month. Thank God for my NCBS because my rent is $925 plus. That is the cheapest place I can find for a dwelling big enough for my four children and myself, that is in a good area of town.

It not only takes away from FAMILIES that are on it but students who are trying to survive off of student welfare. They are usually given 560 a month but Im having 121.91 taken off of my check. That leaves me with 439, I pay 350 in rent, so I have 89 dollars to help me survive an entire MONTH. This is NOT sufficient enough to help a person survive living in ontario.

I receive $1200 from CTB, welfare deducts roughly $400 from my cheque leaving me with $1179, for a grand total of $1979. Not bad some would say, however, when you take into consideration my rent($1300), utilities(gas,hydro,phone,cable - $550), groceries, diapers, etc, I'm always in debt. The powers that be say move into housing,find a smaller place,or work. I say bump me to the near top of the list(as I've been waiting for 12.5 years), I live in a 3 bdrm apt so going smaller will not work. Now ,my husband is working, but they deduct ALL of his earnings (for reasons that I'm sure THEY can give you). I've tried woking an opposite shift to him, but we don't drive so there'd be alot of times that the kids (under age!) would be alone for at least 4 hrs, so...no. My last response to those who agree with the goverment decision to allow welfare to take back part of the money that is given to THE CHILDREN is this: You are helping to create a society of impovrished youth, who , in the ling run will be more open to drugs, violence,prostitution,gangs and so on. In closing, LEAVE THE CTB ALONE as it is NOT deemed a form of income and therefore shouldn't, in any part, be deducted

I was fortunate never having to be on Social Assistance when I lived there. However my parents did need assistance whenever my Dad was on a lay off. The "baby bonus" as I remember it being called was another life line to keep food on the table when times were tough. To think of clawing back the NCBS as it's now called from the very people who need it most is insane. It's the children who will suffer the most and just pile more worry on the parents who are struggling to survive. How is this going to be an "incentive" for people to go to work for at best a minimum wage?

And saying the clawback is an incentive to get working. I find it causes more despair and depression to not be motivated to look for work. Empowerment is the greatest key at success. Please remove the clawback from families that need it the most.

How on earth is anyone to survive on that small amount of income when rents in Ontario continue to rise? I am impoverished, and the NCBS for all intense purposes was supposed to help families who are in this condition. What happened?

The government give us money to try to survive while on Disability, and other social assistance, then takes it back, and lord knows where it goes from there. Stop taking food out of our childrens mouths! The discrimination of people on social assistance is horrid and unethical, as a government you help those in need out , but then take it back, it seems like endless, needless paper shuffling and in the end it is our children who suffer. My family cannot afford to move out of the dump we are living in, because the average rent in this city is $800./plus, then try buying food, clothing and simple necessities. It is a horrible shame that this is happening in Canada! I work part time, while on Disability, and even so, have to go to food banks and this winter, my kids have had no winter boots! Try helping, instead of hurting. STOP THE CLAWBACK!

You should be taking the money from people who can afford to live comfortable lives and who are not struggling to make ends meet.  
457 5:23 pm PST, Feb 5 Ms. Anonymous My family went through a difficult time last fall and we had no choice but to apply for assistance. But when my spouse got a job we were cut off because we were making 75.oo dollars more than 50% of the amount given. If this portion wasn't being taken off this wouldn't have been a problem. I also have a problem with the benifits portion of Ontario Works, for working families.  
456 2:04 pm PST, Feb 5 Ms. Amanda Black I have been on assistance since 2004 and I am trying to accomplish raising a family, running my house hold and attend school. Before I had my daughter I was recieving $548/monthly, my rent for a room that was only 9"x8" ran me $400/month. That left me with $148 for the whole month. That was supposed to cover my basic needs. Now in my understanding basic needs are nessesities and that is very important for survival. Well I would go to get groceries at the 1st of every month and had to walk it all the way back home. I would spend about $30 a week on groceries so that would come up to around $120. That left me with $28 for the month and that covered my extras such as feminine hygiene products, soap, laundry soap. That was all I could afford. Now I tryed many times to attend school and get my grade 12 and this was extremly difficult for me to accomplish. I would only eat once A day to make sure my food would last me through the month ahead. Unfortunatly even though I was very money consious it wouldn't get me very far. I would end up having to go to the food bank and obtain more food. I was only allowed to go once a month so I would usually end up having to go around the 20th of the month. They would give me 2 cans of beans a large can of stew 2 Mr. Noodles, 2 packs of Macaroni and cheese, a loaf of bread, no name cookies that I passed each time and if I was lucky hot dogs or ground beef. Most times they didn't even have meat. I would also get a chance to ask for 2 rolls of tolite paper,(1 roll for men),soap, toothbrush, tooth paste and a small ziplock bag of laundry detergent of which was good for 2 loads of laundry. Now this food would last me 4 days. That would bring me to the 24th of the month. Now what do I do??? Well anyways my point is I still havn't been able to get my schooling accomplished because I wasn't eating enough for starters aswell as I wasn't able to afford anything healthy. On top of all this I was suffering severe depprission and anxity and it was due to poor nutrition, lack of sleep because I was always worried about my situation and felt like I was stuck in a continious, never ending loop and life didn't really seem to matter anymore. I had given up on myself and had givin up on the system who was suppossed to help my get back on my feet. It is extremly hard to get things accomplished if you are starving your body of nutrition. I gained weight aswell, because of a poor diet. Well the list goes on and on and I am sure i am not the only one with this exact problem. I am currently with the father of my child and he is working part-time. Our rent is $680/month, my check is originally suppossed to be $1107 with all 3 of us on it. I am not even recieving my child tax benifits or any other source of income at the moment. Simcoe County docks off half my check because my boyfriend is working. The funny thing is he only works 3 days a week and they pretty well dock off so much that we only get a days work of his check once each month as extra income. So let me ask you this, what exactly is the point of him even working? It is not rewarding at all to work your butt off trying to make alittle extra money for your family only to find out that Assistance penilizes you for working and take money off of your spouses check and there for the money you work hard for takes it place???? I find that somewhat offensive and very dissapointing. We are only trying to get ahead in this crazy world only to be heaved back in the loop over and over. If I went off of assistance we would still be making pretty well the same income. Now please tell me how to make him feel better about working and make him feel as if though he is actually accomplishing something he can be proud about??? No wonder there are so many single mothers these days. The men are finding it hard to feel like the man of the house. they are working the butts off but still are not able to bring in an actually extra source of income. How degrading and low they must feel, I hate to feel as though I worked for nothing. What an empty feeling to feel and then to come home to your family with a colicy baby and having broken up sleep and 6 hours at most in total. My My My I am very happy that he is still with me but, you never know it might just get to him and he won't be able to take it any longer. Then I too will be along side the many single mothers. Ontario needs to take action and actually help people in need to accomplish there goals and make a better future for their families and to be able to be above poverty!!!

452 6:04 am PST, Feb 5   Anonymous The NCBS portion of the Child Tax Benifit was supposed to be an aid to the most poverty stricken families but the Premier, in his doubtful wisdom, finds it appropriate to devistate these people by taking that money away. I think that he ought to be ashamed of himself! I would love to see all these polititions be given the same income to survive on, that is after they go through the grueling and humilliating application process.

Stop the Clawback of the NCBS from Families on Social Assistance

Dear Premier McGuinty:

Taking $120 a month from children of families on social assistance is wrong. I am asking you to:


  • End the clawback of the National Child Benefit Supplement from families on social assistance, now!

  • Fund the reinvestment programs that work for low-income families out of other provincial and federal revenues.

  • Increase the Canada Child Tax Benefit to $4900 a year.
