Should we have a named and shamed register in the UK for animal abusers?

Like many of you have noticed , animal abuse is on the increase, hardly any of the abusers being severly punished.Alongside the petition i already have going for Tougher Sentencing for Murdering,Baiting and acts of cruelty.I want the Government to introduce a system like they do for paedophiles, where the abuser is put on a name and shame register and banned from owning any animal for life. If you agree, please sign both  petitions.Lets toughen these laws and give our animals a happy and healthy life. If your all wondering why i chose the picture of this particular man,its because he and his wife were having marriage problems and he took his anger out on his dog by throwing it through a television screen.
