President Obama: Make it a felony to leave dogs in the car while people are shopping etc. in all US

If people leave their dogs in the car while they´re shopping or doing other things, especially from spring to fall or in hot states, the temperaturs in the cars can raise up to about 156°F (about 70°C), so the dogs can get a heat shock and even die, but people often don´t seem to care!!! But if someone tries to save such a dog from the dangerous situation he/she may be prosecuted and punished, like it almost happened to an American Veteran from the Desert Storm lately, this has to change, leaveing a dog in the car while doing other things must become a felony, and whoever tries to save a dog´s life or really does it should not be punished.
